Southeastern Arizona Communications (SEACOM) is soliciting sealed Requests for Proposals (RFP) from Individual Attorneys or Attorneys employed by a firm to provide legal attorney services for SEACOM. The successful individual/Firm will need to demonstrate the ability to collaborate with SEACOM staff, the public, appointed officials, and elected officials in performing the requested activities. The project deliverables outlined below, represent the minimum work items required to complete SEACOM Attorney Services. Firms must develop an overall project plan that incorporates each category of services. Firms may recommend additional activities and add or modify deliverables.BackgroundSoutheastern Arizona Communications (SEACOM) was established as a regional dispatch center in 2018. SEACOM currently dispatches for 8 law enforcement agencies, and 17 fire and EMS agencies across Cochise County. SEACOM is the largest PSAP in Cochise County, with back up location at Douglas Police Department. SEACOM JPA Board is made up of principal and subscriber agencies. The City of Sierra Vista is a principal member and acts as SEACOM's fiscal and procurement agent, and human resources as all staff is employed by the City of Sierra Vista. Cochise County is a principal member represented on the JPA Board by the County Manager, providing a large number of resources to SEACOM to include IT services, and radio maintenance services.
