The construction of Loyalhanna Lake and Conemaugh River Lake (Lakes) was authorized by the Flood Control Act of 1936, as amended by the Flood Control Act of 1938. Authorizations subsequent to construction provided for incidental benefits including water quality improvement, fish and wildlife management, and recreational uses of the impoundments and project lands. The Lakes are multi-purpose dams operated jointly as a storage system providing flood risk management in the Loyalhanna, lower Conemaugh, and Kiskiminetas Rivers. Loyalhanna and Conemaugh Dams are experiencing damages associated with an abundance of house sparrows (Passer domesticus), European starlings (Sturnus vulgaris), and rock pigeons (Columba Iivia). These species present a hazard to human health and safety due to their excessive amount of fecal material in and around work spaces. Additionally, their droppings are also accumulating in gantry crane operating rooms and threatening the integrity of essential flood
management devices. Being able to rapidly respond to these species will ensure the operational readiness of equipment. The total area covered by these services are approximately 74,240 square feet.As part of our market research we would like to get an idea of what industry is currently pricing these types of services. Please note, that mileage and per diem is always priced at the government rate in accordance with the Joint Travel Regulation (JTR).REQUEST COSTDevelop and assist US Army Corps of Engineers (USACE) in implementing an integrated wildlife damage management program (IWDM) for damage caused by European starlings, house sparrows, and rock pigeons at Conemaugh and Loyalhanna Dam facilities. $______________Provide oversight and instructional assistance in the application of visual and audible deterrents and chemical repellants in the implementation of habitat modification and exclusion measures. $_________________Conduct 20 visits per dam to manage house sparrows, European starlings, and rock pigeons by utilizing a variety of lethal and nonlethal control methods including, but not limited to: pyrotechnic harassment, laser harassment, visual deterrents, decoy traps, shooting (air rifle), fogging and toxicant applications (e.g. Avitrol, DRC-1339). $____________Removal of trapped birds to be taken off site and humanely euthanized using American Veterinary Medical Association approved methods of euthanasia. $____________Conduct one application of DRC-1339 per site according to all label instructions for the removal of rock pigeons and European starlings if a suitable bait location is available. $____________Supply USACE with pre-bait and advise them on proper pre-baiting locations and techniques.$______________Provide assistance with the pre-baiting effort if needed, at the request of the USACE.$______________Costs should be listed for each request for control work.
