Approved for Public Release 21-MDA-11035 (21 Dec 21)The Missile Defense Agency (MDA) is issuing this Request For Proposal (RFP) for the Ground-Based Midcourse Defense (GMD) System Integration, Test, and Readiness (SITR) Program.  The SITR contractor will be responsible for integration and testing of an integrated weapon system to include the Next Generation Interceptor, GMD Weapon System, and In-Service Fleet.  The SITR contractor will also provide support to legacy and future GMD ground weapon system operations and sustainment.The requirements in this RFP are for the GMD SITR Program. Participation in this effort is voluntary with no cost or obligation to be incurred by the MDA. All costs associated with responding to this posting will be solely at the offeror’s expense. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.The MDA intends to competitively award an Indefinite Delivery/Indefinite Quantity
(IDIQ) contract to a single source based on Full & Open competition in accordance with Federal Acquisition Regulation (FAR) subpart 15.3.  The North American Industry Classification System (NAICS) code for this acquisition will be 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).  The contract will be for a base period of five years with a five-year option should the Government need to extend the term of the contract in accordance with FAR 52.217-9. Anticipated award of the SITR contract is 4Q Fiscal Year (FY) 2022.Foreign Ownership Exclusion:Companies under Foreign Ownership, Control, or Influence (FOCI) will be excluded from contract award unless steps are taken to negate FOCI or mitigate associated risks to the satisfaction of the U.S. Government.In accordance with DoD 5220.22-M, a U.S. company is considered under FOCI whenever a foreign interest has the power, direct or indirect, whether or not exercised, and whether or not exercisable through the ownership of the U.S. company's securities, by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company in a manner which may result in unauthorized access to classified information or may adversely affect the performance of classified contracts.   Access to RFP/Bidder’s LibraryThe RFP and Offeror’s Library, including classified and unclassified documents, are available to Offerors upon request.  Access to the SITR RFP and Offeror’s Library is restricted to Offerors that have been cleared by MDA Contracting and Security Officials.  Dissemination by Offerors to potential subcontractors will be in accordance with the SITR DD Form 254, which MDA will provide upon access approval.  Subcontractor access is the responsibility of the Offeror.  In order to receive the classified documents, the offeror requires a facility security clearance and level of safeguarding of no less than SECRET.  This requirement shall be flowed down from the Offeror to all subcontractors prior to dissemination of information.  For access requests, Offeror must complete the Document Access Agreement and Request Form and the Contact Information Form.  Please return the completed forms to the Unclassified SITR Email Account (SITR@mda.mil).  Utilize DoD SAFE site as necessary.Companies that submitted the Document Access Agreement Form for GMD Futures Industry Day must resubmit this form.Companies that submitted the Document Access Agreement Form for the SITR draft RFPs/Offeror’s Library do NOT need to resubmit the form.All technical data, computer software, computer software documentation, and programmatic and operational information provided by the MDA is in an "as is" condition without any warranty as to its accuracy, completeness, or adequacy. The Offeror shall use this technical data at its own risk. The MDA assumes no responsibility for such data/documentation nor will the MDA have any liability should such data/documentation prove to be inaccurate, incomplete, or otherwise defective. The recipient shall adhere to and properly control all documents according to the security classification, technical data, computer software, computer software documentation, distribution, privileged or confidential markings as they appear on the various documents.The RFP and Offeror’s Library consists of a set of documents for the SITR RFP, unclassified and classified, identified by the Government as necessary for transitioning from the current contract.  If the RFP and Offeror’s Library contains multiple versions of a document, the most recent version of the document supersedes all previous versions.RFP Responses:Complete proposals must be submitted electronically, to the address provided in Section L of the RFP.  The Technical Volume shall be submitted as a single unclassified document.  Following the DD Form 254 security guidance, the Offeror may choose to submit one or more supplementary annex(es) up to the Secret level.  Classification markings shall be in accordance with the DD Form 254 and the DoD 5220.22M NISPOM.  All Secret annex(es) shall be limited to specific information that supplements the Offeror’s proposal.  The pages submitted as part of Secret annex(es) will count against the page limits for the proposal item(s) shown in Table L-2 Proposal Organization.  Responses are due no later than 3:00 pm Central Time on February 14, 2022.  Late submissions will not be accepted.  Hardcopy responses will not be accepted. Response Review:The MDA intends to use government and third party, non-government (i.e., contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate nondisclosure agreements will be executed between the third party, non-government support personnel and the MDA. As a general policy, contractors, which provide advisory and assistance services to the Agency, particularly in the engineering, acquisition support, and quality functional areas, cannot develop or support the development of the Agency’s procurement efforts.
