SOURCES SOUGHT This Sources Sought/Market Survey Notice is being conducted by Louis Stokes VA Medical Center (VAMC), 10701 East Boulevard, Cleveland, OH 44106, to identify all sources that are capable of providing Chemical Management Services. The Period of Performance is 1 October 2022 through 30 September 2023 Product or Service Code: 6810 NAICS Code: 541690 Scope: The contractor will provide a chemical management/Safety Data Sheet (SDS) program that assigns all workplace chemicals associated with the Northeast Ohio VA Healthcare System to one of 195 unique specific chemical categories. The chemical management system must also provide the following: Classifies all workplace chemicals associated with the Cleveland VA Medical Center in accordance with the criteria established by the Globally Harmonized System of Classification and Labeling (GHS). Categorize, provide safe use guide, chemical compatibility chart, GHS secondary labels for over 9,000 chemicals. Ability to run reports
against chemical inventory for EPA, USDA, FDA, DEA, DOT, Dept. of Homeland Security. Annual recertification of all SDSs for maintaining current information. Safe Use Guide provides easy to understand critical info on spill response, fires, first aid, and other emergencies. Utilizes online SDS Management. SDS shows the pictograms, list the hazards, list the general safety Do's Don'ts, Fire Response. Spill Response, and First Aid. Converts current Material Safety Data Sheet to the updated SDS format for chemicals added to the VA database. Provides a reporting process for chemicals of concern. Formatted and numbered emergency response Safe-Use-Guides that are written at an 8th grade comprehension level, for each category of chemical located within the Northeast Ohio VA Healthcare System. Labels that correspond with each numbered guide. Online Training modules that correspond with each category of chemical used within the Northeast Ohio VA Healthcare System. Modules provide information and training about the potential hazards, safety precautions, and the emergency response procedures for fires, spills and first aid for each category. Chemical compatibility storage chart and online chemical compatibility tool that corresponds with the 195 specific chemical categories. The chart and online tools provide instructions to employees about how to safely store the chemicals used at the Northeast Ohio VA Healthcare System. A tool that provides a snapshot at a glance of reportable products such as EHS, 304 CERCLA, 313, HAP s, TIER II, and Department of Homeland Security chemicals of interest and Emergency Planning, and Community Right-To-Know programs as applicable to the Cleveland VAMC. A Chemical Approval Process whereby employees can submit requests to utilize a new hazardous material within the Cleveland VAMC for the Occupational Safety and Health Department to either approve or deny the purchase of that hazardous material. A product analysis tool which queries chemicals reducing vendors, alike chemicals and suggests safer substitutes for chemicals purchased throughout the Cleveland VAMC. A hazardous waste tracking system that maintains waste characterization information for each waste stream, maintains records of any waste analysis of each waste stream and tracks chemicals from-cradle-to-grave. Note: The VA is not seeking customizable or development of software. The VA is seeking a service that provides these capabilities currently.
