Notice of Intent to Sole SourceRE: HT941024N0017THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS NOT AREQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Healthcare Operations Contracting Division (WHOCD), intends to award a firm fixed price supply contract for Platelet-Rich Plasma Kits for use in the 52nd Area Branch Clinic at Naval Hospital Camp Pendleton, in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:BioRich Medical, Inc. 2372 Morse Ave Irvine, California 92614-6234The North American Industry Classification System (NAICS) code for this requirement is 339113 – Surgical Appliance and Supplies Manufacturing; the business size standard is 750 (in employees). The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.The objective of this
sole source award is to procure a supply of BR60, BR30, BR30-Pure, BR60-Pure High Yield Platelet-Rich Plasma kits for the 52nd Branch Clinic at Naval Hospital Camp Pendleton. PRP is created by using the injured individual's own blood. These platelets contain multiple proteins known as growth factors that stimulate cellular growth, proliferation, and healing. Using this local treatment, active-duty service members can have an increasing healing time and return to readiness. This process can help heal musculoskeletal injuries and limit need for additional modalities, to include surgical interventions. BioRich Medical has been supplying NHCP SMART Clinic with PRP kits since January 2019. Current 52 SMART Clinic centrifuges works as a joint system to which PRP kits supplied by BioRich are only kits compatible with the current system. There is not a reasonable expectation that offers will be obtained from at least two (2) responsible sources offering the PRP kits required by NHCP. Furthermore, BioRich Medical is the sole proprietor of the PRP kits needed at NHCP. Delivery Date:Base Year: 15 March 2025Option Year 1: 15 March 2026Option Year 2: 15 March 2027Option Year 3: 15 March 2028Option Year 4: 15 March 2029BioRich Medical, Inc. is the only source that can meet the Government’s minimum requirements to provide the supplies above at Naval Hospital Camp Pendleton. A letter of proprietorship has been provided by BioRich Medical, Inc. stating they are the only authorized dealer/distributor of the required PRP kits. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required supplies for Naval Hospital Camp Pendleton. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
