SummaryThe City of Newport News (the “City” or "Owner") is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva), to be received no later than Tuesday, January 31, 2023 at 10:00 am (local prevailing time). The purpose of this Invitation for Bid (IFB) is to solicit bids to provide the c onstruction of a new facility for the Early Childhood Development Center. The Early Childhood Development Center (ECDC) includes the construction of a new Child Day Care facility for 200 children, ages six weeks to four years old, and related site work. There is approximately 34,400 SF of new
building area. The new building project has been registered with the United States Green Building Council and is designed to achieve a LEED for v4.0 'Certified' rating. Included is the construction of a new parking lot with drop-off, landscaping and grading work, site utilities, and site improvements.The work will include constructing a steel frame and metal stud, one-story building. The superstructure is comprised of slab-on-grade concrete floors and a steel frame system with beams, columns, and joists. Exterior walls are primarily brick and decorative concrete masonry units and composite wall panel systems. Exterior windows and doors are prefinished storefront systems. The roof is a single-ply, thermoplastic polyolefin (TPO) white membrane with prefinished metal copings and trim. The interior floors are primarily linoleum tile products. Interior walls are painted impact-resistant gypsum drywall. Ceilings are suspended acoustic ceiling tiles. The mechanical system is a water source heat pump with geothermal wells. Plumbing systems will include sanitary, storm, domestic hot and cold water, and fire protection sprinkler piping. Electrical systems will include lighting, power, and low-voltage systems for data, communications, and security.NOTE TO BIDDERS: BE SURE TO GIVE YOURSELF ADEQUATE TIME TO SUBMIT A BID. Bidders must be aware that these Bid Documents incorporate a number of changes, which supplement, modify, or replace language and/or Standard Details found in the HRPDC Regional Construction Standards. Details shown on the Drawings replace corresponding Standard Details found in the Regional Construction Standards. Changes from the Regional Construction Standards that appear in these Bid Documents may be shown as bold for additions, and strikethroughs for deletions.
