The ROM due date is extended to January 4, 2021 at 4:00 P.M ET.______________________________________________________________Event:  Windows 10 Secure Host Baseline Upgrade for ALC Engine Test Cell & New Test Cell Purchase Industry DaySponsor:  Aviation Logistics Center (ALC), Industrial Operations Division (IOD)Background: The United States Coast Guard (USCG) Aviation Logistics Center (ALC), Industrial Operations Division (IOD) is conducting market research seeking to upgrade the Secure Host Baseline of all components of the engine test cell’s current
software to Windows 10 and possibly the procurement of one (1) new engine test cell, also upgraded to Windows 10. The current test cell Original Equipment Manufacturer (OEM) is Matrix/Sytronics. The current system provides the capability to test T700 engines and General Electric CT7 engines, produce and record test results.  The current system consists of many hardware components with various operating systems. The engine test cell being upgraded and a new test cell will be required to maintain current capabilities and capacity.All solutions will be required to comply with the following standards:a) AC 43-207, FAA Advisory Circular, Correlation, Operation, Design, And Modification Of Turbofan/Jet Test Cells b) APR 4755, SAE International, Turboshaft/Turboprop Gas Turbine Engine Test Cell Correlation c) AS-9110, SAE International, Quality Maintenance Systems – Aerospace Requirements For Maintenance Organizations d) ALCES 13700, Aviation Logistics Center Calibration, Back-To-Back Testing, Re-correlation, And Preventative Schedules For The Engine Test Cells e) IOD-014, ALC Industrial Operations Division, Standard Operating Procedure     Engine Test Cell This industry day is a follow up for interested parties that responded to the Sources Sought Notice 70Z03820IE0000003. To facilitate planning, ALC will host an Industry Day, December 3, 2020. The event is part of ALC’s market research that will be used to identify potential solutions to ultimately determine an optimal sourcing strategy for the upgrade and possible procurement of a new Engine Test Cell.  The location will be USCG, ALC. The Industry Day will consist of a review of the USCG’s minimum requirements and a tour of the current Engine Test Cell and space for a possible new Engine Test Cell.Questions and answers shall be submitted after the event, in writing to the primary point of contact listed below by December 10, 2020. Only questions received in writing will be answered and posted to the Federal Business Opportunity website.Only the questions and answers posted to the website will be the Government’s official answers.The USCG will be requesting a Rough Order of Magnitude (ROM) be submitted by December 30, 2020. ROM information provided by vendors will not be released to the public or any other vendors.Vendors are requested to provide the following information in their ROM:The existing facility has some of the infrastructure to support additional test cells including two empty blast-proof enclosures. Electric and water dynamometers are being considered. Vendors are requested to provide information on the following for both possible solutions. If one solution (water or electric) is not feasible, vendors are requested to provide insight to this determination. ALC seeks to answer the following questions pertaining to the two solutions:What is the estimated cost to upgrade the current test cell system to Windows 10 Secure Host Baseline? What is the estimated annual cost for the current test cell and a new test cell for technical support for the IT and mechanical systems? The new test cell will have to meet the same requirements as the existing test cell to include but not limited to:Windows 10 Secure Host Baseline compliantTest T700 and CT7 enginesFit in ALC’s existing facility at building 100 (Blueprint to be provided at industry day) a. What is the estimated cost to procure the new system? b. What modifications, if any, would need to be made to the existing infrastructure for your solution (new and upgrade of the current test cell)? c. What is the estimated annual cost to maintain the mechanical and fluid systems of the test cell and dynamometer? d. What is the expected life span of the new test cell system? e. Any other additional information that could be useful to support the determination of purchasing your system. This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. After the review of ROM’s and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity website.Contractors must register to attend this event. Interested parties shall submit the attached registration questionnaire no later than November 20, 2020 at 4:00pm EST.  Base access will not be granted without this information.  Directions to USCG Base Elizabeth City can be found at http://www.uscg.mil/alc/directions. The applicable North American Industrial Classification Code (NAICS) 541512.
