Management & Budget Analyst IMilwaukee Metropolitan Sewerage District$64,035.52 - $90,312.16EXCELLENT benefits package!Link to ApplyThe Milwaukee Metropolitan Sewerage District (District) is a regional government agency that provides water reclamation and flood management services for about 1.1 million people in 28 communities in the greater Milwaukee area. The District protects public health and the environment through world-class, cost-effective water resources management, leadership, and partnership. The District is seeking qualified candidates for the position of Management & Budget Analyst I in the Finance Division. Reporting to the Director of Finance/Treasurer, the Management & Budget Analyst I position exists to ensure District budgets are developed and administered in a manner that will achieve its mission while ensuring the cost efficient and effective use of District resources. Consideration in level will be given to successful candidate demonstrating greater experience.
Essential Duties and Responsibilities:Annual O&M and capital budget preparation including a review of budget expenditure requests for completeness and accuracy; working with cost center managers on requests; analysis of requests for conformance with established procedures and regulations, and District objectives and prioritization of requests to achieve goals.Analysis and preparation of forecasts for District revenue sources.Compilation and preparation of annual budget documents.Annual budgets administration including monitoring budget to actuals by reviewing reports and working with cost center managers to determine if allocated funds have been spent as specified; identification and analysis of spending variances, offer recommendations for mitigation if necessary.Preparation of fiscal notes and financial reports.Research and monitoring of economic and financial developments that affect the District's budgets. Understanding proposals and costs beyond current year and provide a forecast of future expenditures or revenues. Identification of significant issues for the District's forecast and potential solutions.Management reviews and vacancy analyses, efficiency and effectiveness studies of various District operations.Special projects as assigned and work as part of analytical teams to study, identify, and evaluate alternative for District programs, operations, and policies.Qualifications: Bachelor's degree in finance, economics, public policy or related field. MBA or MPA would be helpful, but not required.Zero to one year of job-related experience or an equivalent combination of education and experienceStrong budget and financial experienceBudget forecasting experience Strong interpersonal, written, and verbal communication skillsAbility to make cost-effective recommendationsAbility to prepare reports and make presentationsComputer software proficiency in Microsoft Excel, Word, PowerPoint, and OutlookGFOA training in Best Budget Practices and strong business writing and presentation skills preferredMMSD is committed to equal employment opportunities and nondiscrimination in all aspects of the employment relationship.All persons offered a position with the District will be required to provide proof of the COVID-19 vaccination at the time of their hire or have an approved religious or medical accommodation within 10 days of hire.
