Digital Image Quality Assurance and Inspection Consultant

The Library of Congress/FEDLINK intends to negotiate a sole source contract with Image Science Associates on behalf of USCO to acquire the services of an expert consultant to establish and manage a quality assurance program for digital images delivered under a digitization contract. The contractor shall perform work using industry best practices and in accordance with the FADGI guidelines (http://www.digitizationguidelines.gov). The contractor shall provide a full-time on-site imaging consultant to accomplish the following:(a) Establish and document an image quality review program for the record book digital images(b) Produce a Standard Operating Procedures (SOP) Manual for the image quality review process(c) Perform the quality review of digital images along with trained USCO staff(d) Train USCO staff to perform the inspection and quality review of the digital images(e) Oversee the quality review process of the digital images during the period of performance(f) Make process improvement changes to optimize the image quality review process(g) Provide and coordinate feedback through USCO to the digitization vendor on recommendations to improve the image quality(h) Attend meetings, as needed, related to the quality assurance and digitization effort(i) Prepare required reports to track, evaluate, and summarize the status of image reviews.In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Image Science Associates is posted with this
