The Alaska Department of Transportation and Public Facilities (DOT&PF) has assumed the responsibilities of the Federal Highway Administration under 23 U.S.C. 327 and is soliciting comments and information on a proposal to repave and improve connecting roads Redoubt Avenue (east of Binkley St) and Smith Way in Soldotna, Alaska. Smith Way is currently owned and maintained by DOT& PF but ownership and maintenance will be transferred to the City of Soldotna after construction completion. In addition to repaving, the proposed project may include:Full-depth structural section replacement Sub-excavation of poor soils under roadway Intersection improvements Improving pedestrian facilities Upgrading drainage facilities Replacing signage, striping, lighting, guardrail, and roadside signal and/or traffic data hardware Utility relocation Vegetation clearing and grubbingThis proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands
Protection), 11988 (Floodplain Protection), 12898 (Environmental Justice), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f).Construction for the proposed project is anticipated to begin in 2025.
