PISCES Machinery Control System (MCS) Modifications

Description NOTICE OF INTENT TO SOLE SOURCE NOAA's Marine Operations Center, Acquisitions Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Advanced Internet Marketing Inc, DBA The GBS Group, of Virginia Beach, Virginia for the modification and grooming of the machinery control system installed aboard NOAA Ship Pisces. The machinery control system was designed and installed by The GBS Group under contract number 1305M221PNMAN0353. To maintain the warranty, the OEM must complete all modifications and grooming. Throughout the duration of the warranty period, the OEM is maintaining the software coding and configuration control and controls all software and hardware changes to the system. The sole source determination is based on The GBS Group’s proprietary data and maintaining of the system warranty. The design and installation effort took approximately 18 months to fully implement and install (Contract 1305M221PNMAN0353). The new MCS was

fully commissioned in March 2023 and is still within the warranty window. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
