Scope of Services
The City of Irvine (hereinafter referred to as the “City”) is requesting proposals to establish a contract for Street Light Pole Banner Services, with work to commence on or about May 1, 2022 and be completed on April 30, 2023. The City reserves the right to extend the contract for up to four (4) additional one (1) year periods. Scope of Services in accordance with ATTACHMENT I, attached hereto.
The City of Irvine is requesting proposals from qualified and experienced contractors to support the Streetlight Banner Program (“banner program”), which consist of four seasonal events per calendar year and one ongoing military banner program. A single seasonal event typically requires 200 to 250 banners to be installed at various locations around the city (see ATTACHMENT IV – 2022 SPRING BANNER INSTALLATION). The Spring Banner installation is typically installed in May of each year. Military banners, currently at 25, honor Irvine service men and women and are displayed while they are on active duty. Each military banner is unique and includes information about the individual service member. The banner program may also periodically include campaigns for special events or anniversaries. ATTACHMENT V –STREET LIGHT BANNER PROGRAM provides an overview of all four seasonal banner campaigns that are typically installed throughout the year.
NOTE: ATTACHMENT IV and ATTACHMENT V are based on previous banner installations and provided for Proposers’ reference only. City reserves the right to increase or decrease number of banners, banner programs, and locations according to City needs.

MINIMUM QUALIFICATIONS REQUIRED FOR PROPOSAL SUBMITTAL
Firms who fail to meet the minimum qualifications set forth below should not submit a proposal; any such proposal shall be deemed non-responsive and not be considered.
A. Minimum two (2) most recent years of experience performing similar services as those detailed in the SCOPE OF SERVICES section of this RFP.
B. Contractor must be located no further than 75 miles, from the Irvine Civic Center located at 1 Civic Center Plaza, Irvine, CA 92606, to accommodate City staff site visit requirements for banner checks.
C. Capability and capacity to perform all the following requirements associated with this RFP: Fabricate, install, remove, clean, quality checks, and provide storage for the banners.
D. Ability to perform repairs to installed banners, such as restoring twisted or detached banners, within five (5) business days of notification.

Any requests for clarification or other questions concerning this RFP must be submitted via PlanetBids no later than the date and time specified on the cover page of this RFP. No verbal requests or requests made in any other format will be accepted. Questions must be submitted individually and not in a paragraph format nor combined in a single submission.
Requests submitted for City’s consideration of proposed terms and conditions, including modifications to the City’s RFP and/or Contract terms and conditions must be submitted by the deadline for questions. Such requests should include an attachment in Word or PDF format on formal company letterhead that shows the requested modifications.
Significant interpretations or clarifications and responses to questions received by the deadline will be addressed via addenda to this RFP, which will be released and posted on PlanetBids under the “Addenda/Emails” tab.
