W. Bush State Office Building located at 1801 Congress Avenue, Austin, Texas, hereinafter described as TFC Project #23-004-8002 (the Project). This Project will be administered by TFC. This procurement will be a one-step process. COST OF WORK: Respondents to the RFQ should consider the “Cost of Work” as seven million six
hundred ninety thousand and five hundred dollars ($7,690,500.00), not including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions as part of the construction budget or the Guaranteed Maximum Price (GMP).CONTRACT TERM: Construction is required to commence within thirty (30) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be thirty (30) calendar days. The construction contract period is projected for a term of two hundred seventy (270) calendar days except as may be otherwise amended or negotiated.PROJECT DESCRIPTION:The George H.W. Bush State Office Building (GHWB) located at 1801 Congress Avenue in Austin, Texas is a 14-story office building completed in 2022. The layout consists of two office towers connected by a central core. The building is currently 80 percent occupied. This project consists of three new tenant agencies and expansion of one existing agency. Total square footage for this project is approximately 56,000.The new agencies are as follows: a) Comptroller of Public Accounts (CPA): Level 6 - 4,300 SF, Level 7 South- 9,300 SF, Level 14 North – 12,650 SF, and Level 14 South – 2,700 SF.b) Texas Juvenile Justice Department (TJJD): Level 13 South – 16,400 SF.c) Texas Commission for the Arts (TCA): Level 6 South. 6,300 SF. ALTERNATE 1d) The Texas Higher Education Coordinating Board (Higher Ed) is an existing tenant and is adding space on Level 11 South – 4,000 SF. ALTERNATE 2Loose furnishings and modular furniture are not a part of this scope. Telecommunications cabling is not a part of this scope.The GHWB Building is an occupied building and consideration shall be given as such. Work will be permitted during regular business hours with exceptions as needed. All shutdowns shall be coordinated with TFC. MANDATORY PRE-PROPOSAL CONFERENCES: The Mandatory pre-proposal conferences are scheduled for Tuesday, January 17, 2023 @ 10:00 AM and Wednesday, January 18, 2023 @ 10:00 AM. The location of the pre-proposal conferences is at the Central Services Building, 1711 San Jacinto Blvd., Austin, TX 78701, Room 402. Respondents must have an employee of their firm attend at least one (1) of the two (2) pre-proposal conferences. TFC shall reject qualifications submitted by firms that did not attend one of the mandatory pre-proposal conferences. Please be on time. SITE VISIT: Immediately following the conclusion of the Pre-Proposal conference, we will proceed to the George H.W. Bush Building to conduct a site visit. The site visits will be held on Tuesday, January 17th at 11:00 AM and Wednesday, January 18th at 11:00 AM. Site visits are optional. TFC is using the eProcurement system Bonfire.
