This Request for Qualifications is issued by the City of Charlotte to acquire the services of a Construction Manager at Risk (“CMAR” and/or “Proposer”) for Charlotte Water’s (CLTWater) Mallard Creek Water Reclamation Facility, Phase 1 Improvements (Project). The estimate for the Project is $89.2million. CLTWater is accepting Statements of Qualifications from Proposers whose combination of experience and personnel will provide timely professional services to CLTWater for this project. Detailed design involving the CMAR is expected to be initiated in the second quarter of 2021. Final design, permitting and bidding are expected to be completed within 18 months of the project initiation with the CMAR. The WRF Phase 1 construction is scheduled to start in the fourth quarter of 2022 with an overall construction duration of 4 years. An early, 2-year construction completion, of the new influent pumping station will be required in order to coordinate design and synchronize construction activities with a simultaneous and separate Design-Build construction project of the Mallard Creek Interceptor improvement. The Mallard Creek Interceptor improvement project is a multi-phased sewer improvement project that will extend from the Mallard WRF influent pumping station, to Toby Creek, near North Tryon Street, in its first phase. With program management oversight from Brown and Caldwell, the CMAR will coordinate work with the DB team for the interceptor design and construction within the plant site. While the CMAR may not have a direct responsibility associated with design and construction of the interceptor project, close coordination will be required with the connection to the influent pumping
