GENERAL 1.1 SEALED BIDS Sealed bids for Water System Improvements 1 MG Elevated Tank will be received until Wednesday, April 10, 2024 at 10:00 AM at the Harris County Board of Commissioners’ Office, 104 North College Street, Hamilton, Georgia 31811 at which time and place they will be publicly opened and read. Bids are to be sent to the attention of the County Manager. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. 1.2 PREBID MEETING A prebid meeting will NOT be required for this project. 1.3 SCOPE OF WORK Under this project, the Contractor must furnish the labor and materials necessary to install 1- Million Gallon Elevated Water Tank, ±990 L.F. of 16” D.I. Water Main, ±300 L.F. of 12” D.I. Water Main, and 1

hydrant. The work shall consist of furnishing all products and performing all labor to construct the elevated water tank, associated piping, foundation work, grading, grassing, erosion control, painting, cleaning, disinfection, and all valves, fittings, and other appurtenances and incidentals necessary to complete the project in accordance with the specifications and construction drawings. Time allotted for completion of work is 270 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. See Qualifications of Bidder for additional requirements. 1.6 PREQUALIFICATION OF BIDDERS Prequalification may be required of Bidders prior to the award of contract. At the Owner’s request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data that may be necessary to assist Owner in determining Contractor’s qualifications. 1.7 BONDS Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. 1.8 PERMITS All anticipated federal, state, or local permits required for the project shall be obtained by the Engineer. NOI shall be submitted by Contractor prior to construction. 1.9 RIGHT-OF-WAY AND EASEMENTS All anticipated rights of way and easements required for the project will be obtained prior to the Notice to Proceed date. Harris County, Georgia C & S Project No. H1500.102 Water System Improvements February 2024 1 MG Elevated Tank 00100-3 1.10 FUNDING REQUIREMENTS This project will be subject to American Rescue Plan Act (ARPA) - State Fiscal Recovery Fund (SFRF) Contract conditions see ARPA conditions located after the Supplementary Conditions Section. 1.11 RESERVATION OF RIGHTS Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
