NOTICE OF INTENT TO SOLE SOURCE. This is not a request for competitive proposals/quotes. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), hereby announces its intent to issue a sole source order/contract to Vista Analytical Laboratory, INC. The NAICS code for this acquisition is 541380, Testing Laboratories, with a size standard of $16.5M.Per- and polyfluoroalkyl substances (PFAS) are a group of synthetic chemicals (over 5,000) that have been used in industry and consumer products, worldwide, since the early 1950’s. Due to their physical and chemical properties, PFAS have been integrated extensively into consumer products and industrial applications, such as stain resistant textiles and carpeting, food-handling materials, medical devices, fire-fighting foam, and construction materials. Over the past few decades there has been growing concern over health effects associated with PFAS. The Allergy and Clinical Immunology
Branch is conducting work described in the large NORA “Toxicity following dermal exposure to per- and polyfluoroalkyl substances (PFAS)” to evaluate the contribution of dermal exposure to the health effects related to PFAS exposures. PFAS analysis in mouse serum and urine samples will help to determine if these compounds are absorbed through the skin and potentially contribute to systemic toxicity. The results of these analyses will provide critical data to highlight the impact of chemical workplace exposures on human health and disease.In September 2009, US EPA published EPA Method 537 Version 1.1 for the determination of 14 PFAS compounds in drinking water. However, the industry does not have an EPA standardized method to cite for testing for PFAS for matrices other than drinking water. Vista Analytical Laboratory Inc. was determined to be the most appropriate vendor to accomplish the service due to time constraints, sample volume sizes, and proprietary PFAS detection methods. See Sole Source Justification.A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.All vendors must be registered in the System for Award Management (SAM) at www.sam.govThis action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations.This is not a request for competitive quotations; however, the Government will review any/all product, capabilities, and pricing information submitted prior to the closure of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
