NOI - Speech Masking and Extraction Testing Kit (SMEKIT) for ERDC GSL

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) has a requirement Speech Masking and Extraction Testing Kit (SMEKIT), and intends to award a new Firm Fixed Price (FFP) contract on a single source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) to Intelligent Devices, LLC (CAGE Code: 3CFB4).  Refer to the attached Description of Requirements for additional details.The ERDC GSL is currently engaged in several research and development (R&D) projects under Protective Building Envelope Program (PBEP) efforts.  In order to continue the ongoing R&D efforts, a SMEKIT is required.  The SMEKIT not only includes hardware that is necessary for validation and verification efforts associated with PBEP, but it also contains hardware and software that increases ERDC capabilities regarding acoustic analysis that will strengthen solutions and also expand ERDC’s areas of competencies. The

equipment in the kit will allow analysis of on-going efforts that are currently not attainable. Therefore, the equipment will allow more capable solutions to be developed and subsequently validated.  During a review of the industry, Intelligent Devices, LLC  (CAGE Code: 3CFB4) was found to be the only known vendor who can provide the required testing kit.  Intelligent Devices, LLC makes products exclusive to US government and are unique in their equipment and capabilities. Therefore, no other product has been found that meets or exceeds the Intelligent Devices, LLC equipment capabilities. Intelligent Devices, LLC does not use resellers and are therefore the only source.    As such, Intelligent Devices, LLC is the only source that can fulfill the Government’s request.The associated North American Industrial Classification System Code (NAICS) code is 334310, Audio and Video Equipment Manufacturing, with a small business standard of 750 employees.This notice of intent is for information purposes only.  This notice is not a request for competitive quotes or proposals.  A solicitation will not be issued.  Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offeror’s list, or to receive a copy of any solicitation.  However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement.  The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.  Oral communications are not acceptable in response to this notice.Note: In order to be eligible for award of the Government contract, vendors must be actively registered in the System for Award Management (SAM), have no exclusions, and complete the FAR and DFARS representations and certifications.Responses to this requirement may be submitted to Angie Stokes at angela.m.stokes@usace.army.mil.  The solicitation number shall be included in the subject line of the e-mail submission.  Responses must be received no later than 12:00pm CST, Tuesday, 9 August 2022.
