This notice is a synopsis in accordance with FAR 5.101 and 5.3. On September 26, 2018 the Army Contracting Command - Rock Island (ACC-RI) awarded Contract W52P1J-18-C-0049 to Tapestry Solutions, Inc. a Boeing Company for the performance of Global Distribution Management System (GDMS) in support of 1st Sustainment Command (Theater) (TSC). The Contractor shall support 1st TSC requirement by providing a global positioning system based software that will interface with the TC-AIMS II/TOPS program, associated logistic support, and incidental hardware to provide a common operating picture for the movement of military equipment and supplies moving on civilian transportation assets throughout Kuwait, Trans-Arabian Network (TAN), and Iraq. This software shall graphically display of mission data to, include the location of the vehicle locations on topographical maps with the capability of providing fidelity within 1 square miles of area for vehicle tracking. These areas shall be viewable
through the application by Government operators. Additionally the software shall manage transportation movement requests, capture actual delivery times, correlate actuals to requirements, validate demurrage charges, finalize shipments and support invoicing.GDMS was awarded as a sole source contract under the authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
