CONTINUATION PAGE AMENDMENT 0003 Solicitation Number: 36C78623B0001 Project Description: Gravesite Expansion, Ft McPherson National Cemetery The following changes are hereby incorporated into the referenced solicitation requirement: Change the Bid Opening/Due date from May 4, 2023, to May 12, 2023, the IFB bid submission / due time remains unchanged at 3:00 p.m., CST. Due to interested bidders inquiry and statement that they cannot gain access to the Government s Vendor Portal, Note and be advised that All bids shall be submitted electronically via email to the attention of the Contracting Officer at his/her respective Government s email address. The following Request for Information (RFI) questions have been submitted to the Contracting Officer regarding this solicitation. The following questions and responses are provided for bidder s information and use. RFI 1. Is this solicitation a Small Business (SB)Set-aside or a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-aside?
Response: This re-bid solicitation requirement is a Small Business Set-aside, as stated on page 1 of the SF 1442, section 10 This Invitations for Bids (IFB) procurement opportunity is 100% Set-Aside for Small-Business, firms in accordance with FAR 19.502-2, Competition is restricted to Small Business Construction Firms. RFI 2. Please verify the Vendor Portal access information. The criteria that is provided in the specifications appears to be a loessial silt and/or sandy material, that may not stand up well during excavation and does not seem to make sense given the application. A. Fills: Materials approved from onsite and off-site sources. Response: The NCA has No objections to an Alternate fill criteria conditional upon bidder's and awarded Contractor s testing laboratory service provides certification that the material is suitable for the intended purpose except for compaction standards. Recommend compaction to minimum 95% of maximum density per ASTM D698 as required in specification 31 20 11 Paragraph 3.3.D. RFI 4. Dry Density: 1760 kg/m3 (110 pcf) minimum. 2. Plasticity Index: 6 maximum. Liquid Limit: 30 maximum. Based on the off-site samples retrieved and the onsite boring logs, below would be the fill specification found more fitting for this project. Response: See RFI Response #1. RFI 5. Cohesive soil with sufficient plasticity to provide an unconfined compressive strength of at least 1.5 tsf when compacted to spec, but not of an expansive nature. 1. Plasticity Index less than 30%. 2. Liquid Limit less than 45%. Add additional lines, pages, sheets etc., as necessary 3. Acceptable materials per Unified Classification System ASTM D-2487 CL, ML, CL-ML 4. Compaction: Minimum dry density of 90% Modified Proctor and with a moisture content greater than optimum M.C. minus 1%, to be field verified by density-moisture content testing. Please advise whether or not the above recommendation would be approved in place of what is currently in the specifications. Response: See RFI Response #1. RFI 6. There are two (2) Buy American Act clauses included in specifications, which one is to be used? Response: The reference Buy American Act found in Section 32 84 00 (1.4.3). RFI 7. There are no Asphalt Plants within a reasonable proximity to Fort McPherson National Cemetery; there are a couple of Ready-mix Concrete Plants nearby. Will the Government consider it to be acceptable to replace the proposed asphalt paving with concrete? If so, please provide Detail for the concrete paving. Response: See attached Concrete Pavement Detail, drawing DT501R. RFI 8. RE - DT502. BITUMINOUS TACK COAT, 0.04 GAL./SY is available but should read 0.4 GA./SY BITUMINOUS PRIME COAT, 0.04 GAL./SY is available but should be 0.15 GAL./SY Please advise. Response: For Asphaltic Material Application Rates: The rate of application for bituminous tack coat shall be adequate to bond the new bituminous layer to the existing surface. This shall be from 0.05 to 0.10 Gal/SY when applied to the freshly laid asphaltic concrete.  (Per NDOT Spec 504) The rate of application for bituminous prime coat shall be a uniform rate of 0.30 Gal/SY. (Per NDOT Spec 517) RFI 9. Mix specified (PG 58V-34) is not available in this area. PG64-22 is the standard. This mix design comes out of the North Platte Plant (Croell). Please advise if this would be acceptable. Response: PG 58V-34 (per AASHTO M332) is the binder grade indicated in the Nebraska DOT Design Manual for use in hot mix asphalt throughout the state. Locally available binder with closest performance standard to PG58V-34 shall be provided for review and approval during the project submittal process for use in project asphalt mix.
