The Naval Air Systems Command (NAVAIRSYSCOM) Program Executive Office, Unmanned Aviation and Strike Weapons, PEO(U&W), Patuxent River, Maryland, announces its intent to broaden industry partnerships for current requirements and future capabilities via COCO services for the Navy and Marine Corps Small Tactical Unmanned Aircraft Systems (UAS) Program Office (PMA-263) in support of the Department of Defense (DoD) and Other Government Agencies (OGA). These services will support domestic and coalition military partners in combat and contingency operations. THIS SPECIAL NOTICE IS NOT A REQUEST FOR PROPOSAL. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF ANY RESPONSES TO THIS ANNOUNCEMENT. This Special Notice is a market research tool being used in accordance with Federal Acquisition Regulation (FAR) Subpart 15.2 to determine potential and eligible businesses capable of providing the services described herein prior to determining the method of acquisition and issuance of a solicitation.
OBJECTIVE PMA-263 will use this Industry Day to present plans for current or future procurements to representatives from industry seeking to provide COCO ISR services in support of DoD, OGA, and combat and contingency operational requirements. This Special Notice is related to support activities for land-based and ship-based operations to provide reliable delivery of sensor data. Contractors would be responsible for providing all resources to produce sensor data including trained personnel, non-developmental UAS equipment, associated certifications, operation and maintenance, spares and product support. Contracted services would be in direct support of ISR missions requiring around the clock imagery and other sensor capabilities. Contractors shall be capable of providing ISR services on a normal and surge basis, 24-hours a day, seven days a week, 365 days a year. INDUSTRY DAY PMA-263 will host a virtual ISR Services Industry Day scheduled for February 23, 2023. PMA-263 will discuss current COCO UAS ISR Services requirements and a future capabilities roadmap in an unclassified environment. The brief will be followed by a short Question and Answer (Q&A) session. PMA-263 plans to release a Request For Information (RFI) shortly after Industry Day to assess potential qualified industry partners. REQUIREMENTS Current PMA-263 UAS ISR Services include the following performance parameters. These parameters constitute mandatory minimum requirements: NDAA Compliant Technology Readiness Level (TRL) 8 per DOD Deskbook 5000.2 Operational range: up to 75 Nautical Miles (nm), with a single air vehicle Datalink range (communications and Full Motion Video (FMV)): Line of Sight with Type-1 Encryption utilizing the Bandwidth Efficient Common Data Link waveform On Station Time: 10 hours “Time-on-Station" (TOS) at maximum range Simultaneous, multi-intelligence capable with FMV sensor(s) and an Electronic Warfare (EW) type sensor FMV: Electro Optic (EO) / Infrared (IR): * EO output meeting or exceeding the National Imagery Interpretability Rating Scale (NIIRS) of 8.4, when taken from the UAV at an altitude of 3,000 feet above ground level (AGL) at a 45-degree slant range. * IR output meeting or exceeding the NIIRS rating of 7.2, when taken from the UAV at an altitude of 3,000 feet AGL at a 45-degree slant range. GPS Precise Positioning Service (PPS) receiver Operate in contested/degraded situations (UAS shall be capable of a minimum 74dB of GPS anti-jamming for all phases of flight) Operate in adverse weather conditions and austere environments Runway Independent The AV shall operate on JP-5 Aviation Grade Turbine Fuel per MIL-DTL-5624W, ASTM-D910-20A and MIL-DTL-83133K RESPONSES A link is required to attend this virtual ISR Services Industry Day.
