Description NOTICE OF INTENT – Colleague Consulting, LLC This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 8.405-6 – Limiting Sources. The U.S. Department of Energy (DOE), Office of Asset Management (MA-50) has a requirement for continued support to the DOE Bridge Management Program. The DOE Office of Headquarters Procurement Services (MA-64) intends to award a one-year contract to Colleague Consulting, LLC to update DOE Order 437.1, develop the Bridge and Tunnel Management training course, provide course delivery, and finalize course content. The Government requires contractor support that will result in an effective and engaging training course providing DOE personnel and contractors with an overview of the requirements of the DOE Bridge and Tunnel Management Program as well as the responsibilities of personnel assigned to the DOE Bridge Management Organization. Colleague Consulting, LLC is a small business that provides

training development and delivery in project management, program management, federal contracting; needs assessments and analysis; coaching and facilitation services. Colleague previously developed and organized the course content specifically for the DOE Bridge and Tunnel Management Program. They are knowledgeable of the requirements of the DOE Bridge and Tunnel Management Program as well as the responsibilities of the personnel assigned to the DOE Bridge and Tunnel Organization. Therefore, Colleague is uniquely qualified to conduct the course material revisions and deliver the revised training. Also, Colleague provides professional services resulting in an effective and engaging training course to DOE personnel and contractors. In accordance with Competition in Contracting Act, 41 U.S.C. 3304, as implemented by FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Government intends to award a limited source order to Colleague Consulting, LLC, 7500 Greenway Center Drive, Greenbelt, Maryland, 20770. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit the following information within fifteen (15) calendar days of publication of this notice which shall be considered by the requesting agency: • Detailed capability statement to include prior experience and relevant contracting information (e.g., contract number, contract total value, agency name, identify as prime or subcontractor, % involvement, etc.) • Evidence of small business status • Description of technical offering • Confirm System for Award Management (SAM.gov) registration status (e.g., provide unique entity identification (UEI) number) • Provide a list of active Federal Supply Schedule (FS), Governmentwide acquisition (GWAC), or multi-agency (MAC) contracts (e.g., GSA or GSA OASIS, NASA SEWP, etc.) SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary.
