The U.S. Army Corps of Engineers, Pittsburgh District, has a need for Professional and Management Development Training to conduct the District’s Leadership Development Program Level 2.  The period of performance will be from the date of award through 1 February 2021, with two (2), one (1) year option periods.This procurement will be a Firm Fixed Price, 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside.  The NAICS code for this acquisition is 611430—Professional and Management Development Training.  The small business size standard for that NAICS code is $12,000,000.Scope of the Proposed Acquisition:The primary objective of the Leadership Development Program Level Two (LDP2) is to develop leaders at all levels who accomplish the mission, meet challenges and create a learning organization that enables us to continuously adapt and adjust the Corps strategic direction to sustain and improve our relevance to the Army and the nation.  Secondary objectives are to achieve
enhanced self-awareness, build teams and communicate transparently.The Contractor will provide formal training that will include the mandatory elements of the LDP2 program and other leadership topics relevant to the “Leading Self and Teams” theme.  Training is expected to consist of commercial products and industry-accepted teaching techniques tailored to meet the mandatory elements and objectives of the Corps LDP2 vision.  A formal program will not be furnished to the Contractor to conduct; rather, the Contractor will formulate tailored curricula designed to meet the training objectives.A variety of modern and proven teaching techniques and styles are expected to be used.  Mandatory elements relating to leadership to be incorporated in the program include:  interpersonal skills, effective communication, public speaking, team building, problem solving, conflict management, emotional intelligence and leadership styles.  The curriculum shall include individual/personality/leadership assessment tools:  strengths assessment such as “StrengthsFinder”; self-assessments such as Myers Briggs/DISC; class team project which incorporates “Principles of Project Management”, “Work Breakdown Structure” and relates the leadership skills listed above; and personal journaling.The full LDP2 training program is nine months.  In addition to a half day preparation and orientation session at the District Office in Pittsburgh, the Contractor shall lead eight (8) two-day sessions over eight months; consisting of six (6) hours on the first day of the session and four (4) hours on the second day.  The Contractor does not participate in the ninth session.  While most are scheduled in the Pittsburgh metropolitan area, sessions are held throughout the district. The Solicitation will be issued  on or about January 24, 2020 online only through the Federal Business Opportunities website (www.beta.SAM.gov).
