LEGAL NOTICE OF REQUEST FOR PROPOSALS (“RFP”) Pursuant to Ohio Revised Code Section 135.33, applications will be received by the Board of Clark County Commissioners, Office of the Clerk, 3130 East Main Street., 3rd Floor, Springfield, Ohio 45503 UNTIL Thursday, June 24, 2021, AT 10:00 A.M. from any financial institution legally eligible to be a public depository. PLEASE NOTE: APPLICATIONS DELIVERED/ RECEIVED AFTER THE SUBMITTAL TIME (EXACTLY 10:00 A.M. ON THE COMMISSIONERS’ CLOCK) WILL NOT BE ACCEPTED. Contracts for the deposit of the County’s active moneys will be awarded, upon recommendation of the County Treasurer, by August 1, 2021. Each contract will be for a period of four (4) years, from September 1, 2021, through August 31, 2025. The aggregate amount of public funds estimated to be available for deposit as ACTIVE moneys at any one time during the four-year period is one hundred million ($100,000,000.00) dollars. As money becomes available, the Treasurer will
deposit or invest any part or all of the County’s inactive monies in accordance with the Uniform Depository Act (Sections 135.31 to 135.40 of the Ohio Revised Code). The Clerk of the Board of County Commissioners is hereby directed to receive proposals in accordance with the requirements of the Uniform Depository Act, this Legal Notice, and the RFP. The Clerk is further instructed to open the proposals in public session in the Commissioners’ Conference Room, 3rd Floor, 3130 E. Main St., Springfield, Ohio on Thursday, June 24, 2021, at approximately 10:00 a.m. All proposals must comply with the RFP specifications. The Treasurer intends to mail the RFP to each banking institution that maintains a full service banking office within the territorial limits of Clark County. Interested institutions may also submit a request for the RFP to the Treasurer in writing (to Michelle Harris, Clark County Treasurer, A. B. Graham Building, Springfield, Ohio 45502). Institutions that receive the RFP from a source other than the Treasurer will be responsible for requesting revisions to the RFP. Each proposal must be accompanied by a financial statement and other standard forms specified in the RFP. Each financial institution awarded a contract for the deposit of public money shall submit a quarterly report of collateral and profit and loss to the Clark County Board of Commissioners and the Clark County Treasurer.
