RFP No. PNC2119500P1 Official Project Title: Managing General Contractor for Broward County Property Appraiser and Value Adjustment Board Building Renovation
Broward County’s Public Works Department through its Construction Management Division seeks to hire a construction management company to provide comprehensive pre-construction and construction services in accordance with the Managing General Contractor agreement. This project will be for a Managing General Contractor (MGC) to provide construction management services for the full renovation of an existing county-owned three-story office building,
totaling approximately 74,800 sq. ft., located at 1801 NW 49 Street Fort Lauderdale, Florida 33309, located on an approximate 5.96-acre site (the Project).
The Project's scope of services for pre-construction activities shall include, but not be limited to, providing cost estimating, scheduling, constructability review, value engineering, competitive bidding and development of a Guaranteed Maximum Price (GMP). Additional pre-construction scope may potentially include exploratory investigations and testing that may require construction activities. During construction, the MGC’s services and responsibilities will at a minimum include: complete construction management activities for the Project, maintaining CBE goal attainment, among other duties.
Construction documents will be developed using Building Information Modeling (BIM) by the A/E Design Team and made available to the MGC for use and further review during the design phase of the Project. During construction, the MGC is expected to develop this model in accordance with BIM and Electronic Media Submittal Requirements including Construction Operations Building Information Exchange (COBie) data. Additionally, the County seeks to obtain at a minimum, Leadership in Energy and Environmental Design (LEED), Silver Certification per the U.S. Green Building Council (USGBC).
Goals: This solicitation includes participation goals for certified County Business Enterprises (CBE). Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information.
County/State License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license (refer to Special Instructions for requirements).
Proposal Bond : Vendor must submit an original Proposal Bond at time of solicitation due date in order to be responsive to solicitation requirements. Refer to Special Instructions, Proposal Bond, Payment-Performance Guaranties and Qualifications of Surety Requirements, and Submittal Instructions (contained in Standard Instructions).
Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Bid Sync.
Submittals: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the Purchasing Division website or contact BidSync for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Bid Sync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.
