Department of Natural Resources Division of Oil and Gas 550 West 7th Avenue, Suite 1100 Anchorage, AK 99501-3561 Main: 907-269-8800 Fax: 907-269-8939 PUBLIC NOTICE ConocoPhillips Alaska, Inc, Drill Site 3S Pad Expansion and New Wells Unit Plan of Operations Amendment The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan of Operations Amendment Application (Plan) from ConocoPhillips Alaska, Inc. (CPAI) on March 14, 2024, requesting authorization to expand the existing Drill Site 3S and drill four new wells. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division is providing public notice and an opportunity to comment. Applicant: CPAI (see application for contact information) Project ID: LONS 84-131 Location: See application for MTRS Project Description: The Plan proposes to expand the existing Drill Site 3S (DS-3S) gravel pad by placing 10,100 cubic yards of gravel impacting 1.33 acres of tundra in the
Kuparuk River Unit. Additionally, CPAI requests approval to install four new wells and related appurtenances including piping, vertical support members, thermosyphons, well houses, mouseholes, modules, access platforms, cable trays, and other infrastructure associated with the development of DS-3S. Of the total gravel expansion, approximately 1.07 acres will be on the west end of the pad to support the new wells and the remaining 0.26 acres will be on the south side of the pad to support a new Remote Electrical and Instrument Module (REIM). All work will take place from existing gravel. The proposed work is scheduled to begin May 1, 2024. The application package is available for review at the Division’s Permitting Section, 550 West 7th Avenue, Suite 1100, Anchorage, AK 99501, or online at http://dog.dnr.alaska.gov/Newsroom. A copy of the final decision will be sent to any person who provides written comments. An eligible person affected by this decision may appeal or request the commissioner’s reconsideration in accordance with 11 AAC 02. All comments must be received by the comment deadline: 4:30 pm, Alaska Standard Time, April 28, 2024.
