A detailed
description will follow in this document in Section II, 1). These two projects are hereinafter described as TFC Project #22-010-2532 and TFC Project #22-002-2531 (respectively and combined as the Project). This Project will be administered by TFC. This procurement will be a two-step award process with a two-part work requirement.a) Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements.b) Step Two of the solicitation will include only the highest ranked five or fewer Respondents from Step One who will be asked to provide pricing. CONTRACT TERM: Construction is required to commence within fourteen (14) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the Pre-Construction time is estimated to be ninety (90) calendar days. The construction contract period is projected for a term of two hundred and ten (210) calendar days except as may be otherwise amended or negotiated.PROJECT DESCRIPTION: The Construction Project will be comprised of two projects separated for funding source tracking purposes. The two projects are:· Project 22-010-2532 Sam Houston Regional Library and Research Center main building repairs – Repairs to include: i), Repairs of front porch columns, including Pre-Bid demolition/testing as-built construction and extent of damage; ii), Abatement of asbestos-containing black mastic on existing floor tile on the first floor in Breakroom and entire hallway connecting offices, stairs and side entrance to the parking lot. (Work performed by others); iii), Install new flooring and thresholds to replace the flooring abated in Breakroom and Hallway; iv), Provide new cabinetry in Breakrooms to replace that removed. All new materials and furnishings to meet codes and ADA standards.· Project 22-002-2531 Sam Houston Regional Library and Research Center historical Buildings repairs – Repairs to include:· Gillard - Duncan Home; i), Repair walls and roof to prevent continued water intrusion and deterioration; ii), Make all repairs on exterior that had to be postponed when structural damage was discovered, and planned repairs were stopped in previous project. iii), Original work included reinstall of windows, alternates for stairs, etc. Additional work will be involved at doorways where frames and support are deteriorated. · St. Stephen's Episcopal Church: i), Repair front door and side door to provide proper operation and access to comply with codes; ii), Rebuild steps to side door to provide proper operation and access to comply with codes; iii), Repair and/or replace missing, loose and split exterior siding, prior to painting. Repair specialty shapes and historic wood to be salvaged with approved bonding agent; iv), Clean, prime and paint exterior surfaces of building as needed after repairs to doors and stairs are completed; · Jean and Price Daniel Home and Archives: i), Repair and/or re-attach shutters, clean, prime and paint shutters as needed; ii), Inspect and repair as needed. The actual construction of the shutters appears to be the root cause of the failure. Shutters should be rebuilt to the extent possible to prevent further structural changes with repeated exposure to water; iii), Repair columns on front and back porches, repair holes and rotted areas found at both front and back porch columns (Contractor to field verify). Provide Pre-bid demolition/testing to determine as-built construction and extent of damage; iv), Inspect, repair as needed window frames (Approximate half of the windows), rails, sashes, muntins, stools and related window parts; v), Patch and prepare for painting and weatherization; vi) inspect and repair rotten wood at balcony; and vii) remove failed paint at brick on porch stoop and provide new coating.Approximate cost of construction for the aforementioned list of projects is estimated to be five hundred eighty-nine thousand and twenty-seven dollars ($589,027.00).
