This is a notice of intent to negotiate a single-source award with Zoe Training & Consulting (Zoe), a small business, for the further development and expansion of Reclamation-sponsored customer service training. THIS IS NOT A REQUEST FOR QUOTATIONS OR PROPOSALS, OR AN INVITATION FOR BIDS.The original training was awarded to Zoe via the Standard Form 182 Request, Authorization, and Certification of Training form after market research was conducted by the Bureau of Reclamation's Human Resources Office in Denver, Colorado. The award followed the procedures outlined in the DOI-AAAP-0052.The proposed award to expand the training will be accomplished using the authority at 41 U.S.C. 3304(a)(1) whereby the services required by the agency are available from only one responsible source. Because the training has already been researched and awarded previously to Zoe, the Government has already invested a significant amount of effort - financial or otherwise - in the proposed action. Substantial duplication of cost to the Government is not expected to be recovered through competition.  The NAICS is 611430 with a small business size standard of $11M. The PSC is U008.The Government will accept capability statements from small business sources only and will be considered solely for determining if a competitive procurement is in the best interest of the Government.
