Operations and Maintenance Manualfor the Stormwater SystemThe Consultant shall prepare and implement an Operations and Maintenance Manual for Stormwater Works within the Authorized Systems (Refer to Schedule E of CLI-ECA 072-S701 in Attachment. before December 31, 2024, that includes or references, but is not necessarily limited to, the following information:Procedures for the routineoperation of the Sewage Works;Inspection programs, including the frequency of inspection, and the methods or tests employed to detect when maintenance is necessary, including:Presence of algae and/or invasive species impairing the Works (e.g., phragmites, goldfish);Measurements of sediment depth, manual water levels (staff gauge) and/or visual observations, as appropriate to the Stormwater Management Facilities. Maintenance and repair programs,including:The frequency of maintenance and repair for the Sewage Works;Stormwater pond sediment cleanout, dewatering, and management;Excavation, modification,
replacement of low impact development (LID) soil/media/aggregate/geotextile, such as bioretention cells, green roof, permeable pavement; andThe frequency of maintenance for any other Stormwater Management Facilities identified in Schedule B of the CLI- ECA Agreement in Attachment that collect sediment.Operational and maintenance requirements to protect sources of drinking water, such as those included in the Standard Operating Policy for Sewage Works, and any applicable local Source Protection Plan policies;Procedures for routine physical inspection and calibration of monitoring equipment or components in accordance with the Monitoring Plan;Emergency Response, Spill Reporting and Contingency Plans and Procedures for dealing with equipmentbreakdowns, potential spills, and any other abnormal situations, including notification to the Spills Action Centre, the Medical Officer of Health, and the District Manager, as applicable;Procedures for receiving, responding, and recording public complaints, including recording any follow-up actions taken.Collection of as-built drawings or record drawings of the sewage works for stormwater works constructed on or after January 1, 2010 and where available for stormwater works constructed prior to January 1, 2010.The final O&M Manual must be stamped by at least two (2) professional engineers licensed to practice in Ontario; at least one by the engineer(s) that prepared the report and one by the engineer performing quality assurance / quality control (QA/QC). The final O&MManual must be provided in an accessible format in accordance with Provincial Standards and the Town of Pelham’s Accessibility Guidelines. Draft versions of the O&MManual should be prepared for review by Town staff at the 30% (Table of Contents, List of References), 60% (Draft 1), 90% (Draft 2), and 100% (Final Draft) stages. The final stamped report can be prepared following discussion of Town and local MECP office comments on the Final Draft version of the manual.The final stamped O&M Manual must be accompanied by an editable version in accessible format for future updates by Town staff. The final O&M Manual must be delivered in the same document structure as the Town’s existing Quality Management System (QMS) O&MManuals. The successful proponent will be provided with templates and examples from the existing Quality Management System’s. Additionally, formatting shall be reviewed as a component of the project start-up meeting.
