Real Time Caption for San Joaquin Valley District A) Type of Service: The Contractor will provide certified on-site and remote Real Time Captioning (RTC) services for the San Joaquin Valley District to meet a reasonable accommodation request for staff at the Visalia branch office when related to the provision of services to DOR consumers or meetings with other staff engaging in discussions relating to the provision of services to DOR consumers. B) Locations: Facilities include, but are not limited to, the following: Department of Rehabilitation offices in the San Joaquin Valley District and other various locations throughout the district where the DOR employee is requiring this reasonable accommodation to provide DOR services to consumers. C) Service Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m., holidays excluded unless otherwise stated in the Real Time request. D) Special Provisions: 1. Standard Notification/Confirmation of Requests: a) DOR shall provide the Contractor a
standard notification request of at least 5-10 working days (Monday through Friday ¿ weekends not included) for Real Time Captioning services. 2. Compensation to the Contractor: a) DOR will only pay per written approved DOR assigned starting and ending times unless otherwise noted. b) DOR and contractor will work together to determine the number of captioners required at the time of request. A team of services providers is required for all assignments 1.5 hours or longer. c) Contractor requires a two (2) hour minimum for service, after which, Contractor shall charge in thirty (30) minute increments. d) After (5) five hours of work, the Contractor is required to take an unpaid lunch break of at least ¿ hour. At no time will the Contractor work through lunch or charge time for a ¿working lunch.¿ d) With prior contract administrator approval, airfare, motel, mileage, parking, and toll fees may be reimbursed at CalHR allowable rates with original receipts. See CalHR website for current rates at http://www.calhr.ca.gov/employees/pages/travel-reimbursements.aspx e) Travel time and per diem will not be reimbursed. 3. Standard Notification of Cancellations/Billing Rate: a) The Contractor shall not bill for cancellation of services if DOR notifies the Contractor at least forty-eight (48) hours (Monday through Friday ¿ weekends not included) prior to the assignment date. a) The Contractor will invoice for scheduled time or minimum applied, whichever is greater if 25 DOR cancellation notice of services is less than forty eight (48) business hours prior to the assignment date. If assignment is a multiday assignment, the billable time is for any period within the following 48 business hours. 4. No Shows: a) If a DOR employee does not report for scheduled services without notification as required elsewhere, or is otherwise a ¿no-show¿, and the Real Time Captioner commits and is present for the assignment, DOR will compensate the Contractor for the assigned hours of service. Real Time Captioners are required to wait at least thirty-minutes for assignments that are one (1) to two (2) hours in duration; and wait one (1) hour for assignments that are longer than three (3) hours. b) If the Real Time Captioner does not report for scheduled services without notification as required elsewhere or is otherwise a ¿no-show¿, and no suitable substitute working replacement is provided by the Contractor before the scheduled start time, DOR will not pay for the scheduled time. A ¿no-show¿ by the contractor or working replacement is a failure to perform the duties as specified in the contract. If a ¿no-show¿ occurs, DOR may cancel the contract for lack of performance. E) Payment Rate: 1. Standard rate will be paid for services Monday through Friday, 8:00 a.m. to 5:00 p.m. 2. Overtime rate will be paid for services outside those scheduled as well as after 5:00 p.m. or before 8:00 a.m. and weekends. 3. Emergency rate will be paid for service requested less than 48 business hours in advance.
