NOTICE OF INTENT TO SOLE SOURCEThe U.S. Marine Corps Station, Blount Island Command (BICmd), Contracting Office, Jacksonville, FL 32226, hereby gives notice of intent to award a firm fixed price contract on a sole source basis. Federal Acquisition Regulation (FAR) Subpart 13.106-3(b)(3)(i), states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.BICmd, Jacksonville FL, has submitted a requirement that will provide VTC and AV Maintenance services, in support of the S-6, Information Technology Department for quarterly maintenance for audio visual and video teleconferencing equipment, repairs, replacement, configurations, reconfigurations, minor enhancements and upgrades, and the installation of new equipment and other items necessary to
ensure BlCmd’s operational audio visual and video teleconferencing systems are performing to the specified standards. Market research has determined that Neu Technologies Group, LLC is the only source capable of providing the customized programming required to effectively maintain operations. The software Creston, used to maintain and program the VTC equipment, is customized to meet the local requirement. No other company has access to the customized software installed by a licensed programmer, as they are proprietary to the company.There are a total of 13 rooms with audio visual capabilities. Each room serves as a critical element that helps facilitate communication with commands worldwide. The requested maintenance is for 24/7 support, 365 days a year, a two-hour window for the vendor to provide telephone assistance, and onsite assistance at BICmd within four hours of the request.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, may be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
