Description: REQUEST FOR QUALIFICATIONS2022 PAVEMENT MANAGEMENT PLANCITY PROJECT 4680The City of Minot, North Dakota, is requesting “Statements of Qualifications” (SOQ) from consulting firms to provide services for the 2022 Pavement Management Plan project, which includes data collection for the entire City of Minot network of paved City Streets. The data shall be collected in accordance with ASTM D6433, and be compatible with MircoPAVER 7 software. Interested firms must submit five (5) bound copies and one digital copy of their qualifications by 4:00 pm, February 18, 2022 to:City of Minot Engineering Department1025 31st Street SE Minot, ND 58701Attn: Lance Meyer, City EngineerStatements of Qualifications should be marked: “Qualifications Submittal for 2022 Pavement Management Plan”Provide the City of Minot with the following services: geo-referenced digital pavement data collection, pavement evaluation of the City of Minot network of paved streets for International Roughness Index
and Pavement Condition Index, update pavement management software database, linkage of pavement evaluation data and digital images to existing Minot GIS system, database import into MicroPAVER pavement management software, Analysis of Pavement condition scores and development of condition reports, and final presentation of report. The City of Minot is a Title VI community and requires that all contracts entered into with the City of Minot comply with all Civil Rights Act of 1964 Title VI assurances. The assurances prohibits discrimination on the basis of race, color, and national origin. Specifically, 42 USC 2000d states that “No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” In addition to Title VI, there are other Nondiscrimination statutes which include: Section 162(a) of the Federal-Aid Highway Act of 1973 (23 USC 324) (sex), Age Discrimination Act of 1975 (age), and Section 504 of the Rehabilitation Act of 1973/ADA of 1990 (disability). Taken together, these requirements define an over-arching Title VI/Nondiscrimination and ADA Program. Title VI and the additional Nondiscrimination requirements are applicable to programs receiving federal financial assistance due to the Civil Rights Restoration Act of 1987. There are two Presidential Executive Orders that place further emphasis upon the Title VI protections of race and national origin. Executive Order 12898 ensures nondiscrimination against minority populations by discouraging programs, policies, and activities with disproportionately high and adverse human health or environmental effects on minority and low-income populations. Executive Order 13166 directs recipients of Federal financial assistance that to ensure compliance with Title VI, they must take reasonable steps to ensure that limited English proficiency persons have meaningful access to their programs.Detailed information for those interested in submitting SOQs is available in the City Engineering Department Office, City of Minot Public Works Building, 1025 31st Street SE, Minot, ND, Monday through Friday between the hours of 8:00 a.m. and 4:30 p.m. or telephone at (701) 857-4100.
