This justification is published in accordance with Federal Acquisition Regulation 13.501(a)(1)(iii).  The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, on behalf of the Enforcement & Removal Operations, New York Field Office awarded Purchase Order No. 70CDCR22P00000026 on a sole source basis to Global Tel-Link Corporation DBA ViaPath Technologies (Unique Entity ID: YU77KY88CA25).  This Purchase Order provides 520 minutes of free calls on a monthly basis to each detained non-citizen held in ICE custody at Orange County Correctional Facility, Goshen, New York.
