FY23 AFCENT Sentinel Secure Chat Solution

The Air Combat Command, Acquisition Management and Integration Center (AMIC) is issuing this source sought notice in conjunction with its notice of intent to sole source as a means of conducting market research to identify if there are any other potential sources that possess the products, technical data, expertise, capabilities, and experience to deliver and sustain Ninth Air Force’s (Air Forces Central (AFCENT)) Secure Chat capability.AFCENT is currently using a robust, Extensible Messaging and Presence Protocol (XMPP)-compliant, multi-network, multi-server tactical chat solution compatible with existing Internet Relay Chat (IRC) system architecture to provide secure command and control messaging capabilities to US forces and Coalition partners across the United States Central Command (CENTCOM) Area of Responsibility. The solution provides end-to-end encryption, cross network communication, low bandwidth access, data compression, service redundancy, and modular expansion.The AMIC intends to award a firm-fixed-price, sole source purchase order to Trusted Solutions, LLC (Cage: 7GNG9), a service-disabled veteran-owned small business, pursuant to FAR 13.106-1(b)(2) for continued server management, software licensing, warranty, and 24/7 support for the sustainment of its “Sentinel Secure Chat” solution currently in place at the Air Operation Centers (AOC) in Al Udeid Air Base (AUAB), Qatar, and Shaw Air Force Base (AFB), SC for AFCENT. This is a follow-on requirement to FA570221P0093 and will consist of a 12-month base coverage period with four (4) 12-month optional coverage periods.
