DISCLAIMERThis announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps). Information on the specific topics of interest is provided in the following sections of this announcement. The federal government will be responsible for any cost incurred by responders furnishing this information.The Government is requesting that contractors review the
attached DRAFT Performance Work Statement (PWS) and provide a response to the government in accordance with the below submission requirements on the following questions to encourage competition and exchanges of information:II. BACKGROUNDThe CMA Transition Management Office (TMO) is responsible for integrating the overall transition approach for the chemical storage activities, depots, and chemical demilitarization facilities. The focus of the TMO is to provide direction for each of the seven P's - people, plant, place, public, property, paper, and performance. Currently, each of the Ps has an associated objective and each site transition manager is tracking progress towards those objectives. Also, each CMA site has prepared a Transition Planning Guide and all site activities are focusing all activities towards a single closure in relation to the planning guide. The end goal is to ensure CMA resources are properly utilized while adjusting closure schedules and costs. CMA continues to marshal the resources and guidance needed to ensure both sites complete their closure mission in a timely, safe and cost effective manner.The scope of this effort is to provide operational readiness, closure and transition support, real property support, Department of Army Base Realignment and Closure (BRAC) support, environmental planning, operational readiness support and technical support for Pueblo Chemical Depot (PCD)/ Blue Grass Chemical Activity (BGCA), igloo closure compliance support, environmental support at Tooele Army Depot - South [TEAD-S] and real property support to the Joint Material Command (JMC) and there sites. PCD is planning on partial BRAC closure. In addition, the Contractor shall furnish personnel and services to perform technical and environmental-related support set forth in this contract. This contract includes support of facilities and infrastructure; strategic, compliance, and planning programs; environmental management support; stockpile and storage support, information management support and support of the Environmental Assessment process for PCD and BGCA installation effortsIII. SPECIFIC INFORMATION OF INTERESTa. It is anticipated that the papers received will reflect the best available technology assessments from those companies and government agencies that are particularly knowledgeable in the fields of notated in the attached PWS. The government will analyze the information received and reach its own independent conclusions regarding the solutions that might be turned into a solicitation or incorporated into existing.b. The government will not host an Industry Day in conjunction with this RFI.IV. SUBMISSION INSTRUCTIONS and FORMATTING REQUIREMENTSa. Provide any questions, comments, and feedback on the attached Draft Performance Work Statement and its contentsb.
