A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than September 17, 2020, by sending an e-mail to soaks@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Justification and Approval FAR 11.105 (a)(1) -- Items Peculiar to One Manufacturer 41. U.S.C. 253(c) (1) as implemented by FAR 6.302-1 Determinations not to compete this proposed procurement were made because: Use of Mandatory Source DOI FIELD COM IDIQ: This purchase would update the law enforcement program¿s radio system with APX8500 and APX6000 radios. These radios are required to maintain compatibility with the ALMR system and the Office of Law Enforcement and Security¿s policy compliance, located in General Order 18 of BLM Manual 9260. The ALMR system is maintained largely by the Alaska Department of Public Safety. The Alaska State Troopers use Motorola radios systems and the BLM law enforcement program dispatches through the Alaska State Trooper dispatch centers in Fairbanks and Wasilla, Alaska. The existing law enforcement vehicle fleet has Motorola radios installed, making the installation of a different radio system potentially problematic. The Office of Law Enforcement and Security, Region 2 consisting of Alaska, Oregon/Washington, and Idaho utilize Motorola systems for the law enforcement programs in each state. BLM Manual 9260, General Order 18 requires the law enforcement program to utilize systems that are compatible with future and existing radio networks and maintain interoperability with the overall national program. The statutory authority for this action is FAR 11.105 -- Items Peculiar to One Manufacturer.
