***UPDATE 2 April 2020***The purpose of this reactivation is to publish the Justification and Approval in accordance with FAR 6.308.***END UPDATE***This is a PRESOLICITATION NOTICE OF INTENT TO SOLE SOURCEThe Department of the Air Force, Space and Missile Systems Center, Launch Systems Enterprise Directorate (SMC/LE) intends to execute a sole-source contract action with ManTech SRS Technologies, Inc. (ManTech), to include a period of performance extension of this contract for up to six months from 23 March 2020 through 22 September 2020, pursuant to FAR clause 52.217-8 Option to Extend Services incorporated by reference in contract FA8811-10-C-0002. This sole source action will also include an option for transition-out services up to 90 days pursuant to FAR clause 52.237-3, Continuity of Services, also incorporated by reference in contract FA8811-10-C-0002.Under this contract modification, the contract will add the corresponding CLINs for clauses 52.217-8 and 52.237-3. The extension
period for up to six months will ensure that SE&I contractors continue providing systems engineering and integration work for the Directorate to include but not limited to the following areas: systems engineering and integration; mission integration management; systems safety engineering; systems environmental engineering; systems security & information assurance; quality and production; launch schedule and risk management; and launch systems certification.The acquisition described in the above will be a sole-source procurement conducted in accordance with Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1. ManTech is the only firm capable of providing these services without SMC/LE experiencing unacceptable delays in fulfilling its requirements.This Pre-Solicitation Notice is for information and planning purposes only and does not constitute a Request for Proposal and it does not restrict SMC/LE as to the ultimate acquisition approach. Any response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. This notice expires fifteen days after the first day of publication of this notice.
