13.5, Simplified Procedures for Commercial Items.  This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.This solicitation is used as a Request for Quote (RFQ) under number 70Z08520QP45B6800.  This solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 2020-06, effective 06 May 2020.  The U.S. Coast Guard Surface Forces Logistics Center (SFLC) plans to enter into a contract on the basis of other than full and open competition with the Original Equipment Manufacturer (OEM) or authorized distributor of Caterpillar Inc. Parts.The NAICS Code applicable to this procurement is 336611 with a size standard of 1250 employees for the requirement.  The contract will be awarded on a firm-fixed-price basis.  To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov.PLEASE NOTE: QUOTES THAT DO NOT INCLUDE ALL REQUIRED DOCUMENTATION MAY NOT BE CONSIDERED FOR AWARD.SCHEDULE OF SUPPLIES/SERVICES:Please reference Attachment (1) Schedule of Supplies and Services.DESCRIPTION OF WORK: This is an RFQ for the procurement of the original equipment manufacturers parts to repair USCGC STRATTON’s Ship Service Diesel Generator CAT 3512B engine. Parts to include 3512B Engine Block, Heads, intermediate covers, programmed injectors, gear train, valve train, piston kits, new crankshaft, connecting rods, and associated soft parts. For complete description see Attachment (2) Specification. A full list of contract line item numbers and items, quantities, and units of measure, is included as Attachment (1), Schedule of Supplies.  The Contractor shall furnish all the necessary labor, material services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to deliver the items in accordance with the solicitation, and attached specification.  Failure to read the specification in their entirety will not relieve the Offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work.
