Special Notice of Intent to Sole SourceThis is a Special Notice of Intent to award a sole source Firm Fixed-Price contract to Bloomberg Finance L.P. located at 731 Lexington Ave, NYC, New York 10022-1331.  The period-of-performance will have a base-year and four (4) additional option periods. The total period-of-performance will be for five (5) years if all options are exercised. The estimated value of the proposed contract for all five (5) years is $154,836.00. Bloomberg provides crucial financial data and analysis including but not limited to the bond market.  Bloomberg has a uniquely broad scope of data, news, information on countries, commodities and corporates. The Research Center proposes to continue subscribing from Bloomberg Finance L.P. for much of the data and analysis it provides.  This proposed contract action is for supplies/services for which the Government intends to solicit and receive only one quote from only one source in accordance with  FAR 13.106-1(b)1 and

FAR13.501(a) for supplies and services not exceeding the simplified acquisition threshold. This notice of intent is not a request for competitive quotes; however, interested entities may identify their interest and capability to respond to the requirement by September 30, 2020 at 1:00pm Eastern Standard Time (EST).  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Capabilities received will not obligate the Government to make an award.If any vendors would like to inquire about subcontract opportunities, please contact the vendor directly.
