The Naval Information Warfare Systems Command (NAVWAR), in support of Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Communications and Global Positioning System Navigation Program Office (PMW/A 170), intends to award a five-year single award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract on a sole source basis to Raytheon Company (RTX), 1001 Boston Post Road, Marlborough, MA 01752, for the production of the Mobile Advanced Extremely High Frequency (AEHF) Terminal (MAT) system and ancillary equipment, production First Article Testing (FAT), Production Units, Engineering Development Model (EDM) production modification kits, spare parts, technical data, sustainment, and engineering support services under the authority of Title 10 U.S.C. 3204(a)(1), (formerly 2304(c)(1)), FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. RTX is the original designer, developer, and
manufacturer of MAT’s Rapid Prototype (RP) development effort and is the only source capable of fulfilling MAT’s requirements without unacceptable delay.The scope of the contract is anticipated to include fabrication, testing and delivery of production hardware, software, firmware, and upgrade of 11 EDMs, and a requirement to procure, maintain and sustain hardware and software to be procured under this contract. The Government estimates production and delivery of an estimated 75 MAT production terminals. In addition, the Government will require engineering services to include modification to MAT’s hardware and/or firmware and/or software for integration with future AEHF successor satellites, and enhancements to support interoperable operations with other upgraded terminals. The required engineering services may also include studies and design changes, to both hardware, software and firmware to support interface changes required for connection to, and operation with, externally connected systems such as baseband equipment and other ancillary equipment.This notice of intent is not a request for competitive proposals or a solicitation of offers. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
