: To replace the roofs of Buildings 3 & 4 at the Daviess County Detention Center located at 3337 KY 144, Owensboro, KY 42303. 2.3 PROJECT INSTRUCTIONS/SPECIFICATIONS • Roof will be taken down to decking free of all staples, nails, and debris. • Remove from Owner's property and legally dispose of all waste materials. • Install ice and water dam in valleys around roof penetrations and around all eaves of the building. • Contractor is to ensure watertight building at the end of the workday and tarp roof in case of inclement weather while project is ongoing. • If leaks occur, Contractor will repair at their expense. • Any damage to landscaping will be replaced at the Contractor's expense. • Existing drip edge to remain. If replacement is necessary, a separate price will be provided for replacement. • Contractor will maintain appropriate public safety throughout length of project. • Full one (1) year labor and material warranty will be supplied by Contractor, submitted at the time of
project completion in addition to the shingle warranty. • Site visits can be scheduled through the Specification Contact on the first page of this document. • 7 turbine wind vents will be replaced (5 on building# 3 and 2 on building #4). Specifications are included in this document. • Flashing around the roof penetrations must be inspected by Contractor. If replacement flashing is necessary, it will be a change order. • Contractor will remove and replace decking where 2 metal furnace exhaust vents penetrate the roof on building #3. • Contractor to replace PVC boots on building 3 and building 4 with specified Oatey boots or equivalent. • Ridge vent replaced with specified ridge cap or equivalent. • Shingle Color: Onyx Black Oakridge Owens Corning Shingle or equivalent. • Match existing wind turbines-Whirlybird Lamanco brand or equivalent. • Nail holes that have penetrated the TPO membrane will be patched with appropriate TPO patching materials. HOW TO REPAIR A TPO ROOF 1. CLEAN THE DAMAGED AREA: Begin by cleaning the damaged area. Use TPO seam cleaner to remove any dirt, debris, or contaminants. It’s essential to have a clean surface for proper adhesion. 2. PRIME THE AREA: Apply TPO seam primer to the cleaned area. This will help improve the adhesion of the TPO membrane patches and ensure a long lasting repair. 3. CUT AND APPLY THE PATCH: Using your utility knife, cut a TPO membrane patch that is slightly larger than the damaged area. Carefully place the patch over the damaged section and press it down firmly. 4. HEAT WELD THE SEAMS: Use a heat gun to heat weld the seams of the patch to the existing TPO membrane. Be sure to follow the manufacturer’s recommendations for temperature and duration. 5. SEAM ROLLING: After heat welding the seams, use a TPO seam roller to ensure proper adhesion and remove any air bubbles or wrinkles. 6. CHECK FOR LEAKS: After completing the repair, it’s essential to check for leaks. You can do this by spraying water on the repaired area while looking for any signs of the moisture getting through. If you notice any leaks, repeat the repair process. 3.00 BID REQUIREMENTS: This and all other pages/sections are inclusive in the bid specifications and are agreed upon in the Contract Term Agreement as Contractual Provisions. 3.01 REQUIRED DOCUMENTS: Bidders must submit the Contract Term Agreement (Page 1) and the Bid Form (Page 2) from this document. This document is agreed to in full by completion of these two pages. All required bonds, licenses, or certificates of insurance must accompany the participant's bid on submission in addition to any and all documentation requested in the bid specifications. Failure to do so risks immediate rejection of the bid. 3.02 DEFINITIONS: I. The term “County” means Owner and Daviess County, Kentucky and its designated representatives. II. The term “Vendor” means Supplier, Contractor, Bidder, Participant and Seller and includes designated representatives. III. The term “Agreement/Contract” means Binding Agreement, Contract, Request for Purchase, Order. 3.03 KENTUCKY OPEN RECORDS LAW: At the time a bid or proposal is submitted to the County, the Vendor shall identify any information that is submitted as a part of the bid that is proprietary or confidential in nature and not subject to release for public inspection. The County will protect any proprietary or confidential information to the extent allowable under the Kentucky Open Records Act. 3.04 NEW GOODS, FRESH STOCK: Where applicable and unless otherwise specified, all contractors shall provide new commodities, fresh stock, latest model, design or package. 3.05 METHOD OF AWARD: This bid will be evaluated on the evaluation criteria established in the bid specification and awarded based on the best evaluated bid. The County reserves the right to reject any and all bids or parts thereof, and to waive any irregularities in said bids. The right is reserved to award bids based on the best interest and/or what is most advantageous to the County. The County also reserves the right to consider as a part of the bid evaluation the stated warranty, stated delivery schedule and payment terms. Award will be made, according to the opinion of the Daviess County Fiscal Court, to the best evaluated bid. 3.06 CERTIFICATION OF INDEPENDENT PRICE DETERMINATION I. The Prices in the bid shall be independently determined, without consultation, communication, or agreement for the purpose of restricting competition as to any matter relating to price with any Bidder or other person. II. Unless otherwise required by law, the prices shall not have been knowingly disclosed by the Bidder prior to opening. III.
