This is a combined synopsis/solicitation for the supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.The solicitation number is 70Z035-20-Q-PKB09900 and is issued as a Request for Quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06.Department of Labor Wage Rates for services are included in this order and are applicable. Wage Determination NO: 2015-5688Revision NO: 11Date of Last Revision: December 23, 2019 The associated NAICS code is 541620 and the small business size standard is $16,500,000.00. This acquisition is set-aside 100% for SMALL BUSINESS.A. GENERAL
INFORMATION 1. Title of Project: USCG Base Kodiak, LOWS Secondary Containment Survey2. Background: Due to inconsistencies with measurements and containment size, an accurate survey is required outlined in 18 AAC75. The above-ground gravity separation tank (GST) for the Liquid Oily Waste System (LOWS) was replaced in 2015. This tank is normally designated as N56-1. The new tank was constructed and installed in 2015 then placed into operation in August of that year. It is heated to an average of 80 degrees Fahrenheit. The GST has capacity of 29,000 gallons. The product contained in N56-1 consists of used oil layers. The layers include: a layer of sludge which is removed annually. An emulsified layer of petroleum and water a well as a the layer of used oil ready for final treatment in the attached treatment tanks.3. Purpose: To determine if the secondary containment for the LOWS facility is adequate in accordance with the Alaska Department of Environmental Conservation (ADEC) guidelines.4. Scope of Work:a. The contractor shall provide all resources and materials necessary to accomplish the tasks and deliverables described in this SOW. In accordance with the requirements outlined in the ADEC Oil and Other Hazardous Substances Control Guidelines (18 AAC 75), the contractor shall conduct an overall survey and structural inspection of the USCG Base Kodiak LOWS process tank secondary containment to ensure ADEC requirements are met.b. If the secondary containment does not meet the minimum capacity requirements or the containment is shown to have structural or material flaws that prevent the containment from meeting the time and capacity requirements of ADEC, the contractor shall provide a detailed report/plan for improvement and any modifications needed that will bring the containment area into ADEC compliance.5. Type of Contract: This will be a firm-fixed price purchase order. B. DELIVERY OR DELIVERABLES Upon completion, the contractor shall provide a written draft and final report detailing the overall measurements and containment capacity. Upon receipt of the draft, the government will provide comments within 10 business days. The report is to include design specifications annotating specific measurements of the containment as well as a blueprint design. All reports, drawings, and blueprints shall be endorsed and stamped with a State of Alaska licensed professional engineer. The contractor shall provide 2sets of hard copy documents and 2 sets of electronic copies on compact disc. Drawings and blueprints shall be submitted in AutoCAD 2018 format. 2Notice to offerors: All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the contracting officer. C. TRAVEL All travel costs and per diem for the contractor’s employees performing work at the place of performance will need to be included as part of the proposal price. Any changes to this must be approved in advance by the contracting officer.Due to CoVid-19, Contractors will be required to follow all State mandates, including quarantine reqirements. D. SECURITY REQUIREMENTS: Contractor personnel performing work under this contract shall satisfy all requirements for appropriate security eligibility. Base access can be arranged by contacting the Contracting Officer Representative or Coast Guard Police.All costs associated with obtaining clearances for contractor-provided personnel will be the responsibility of the contractor. Further, the contractor will be responsible for the actions of all individuals provided to work under this contract. If damages arise from work performed by contractor-provided personnel under the auspices of this contract, the contractor will be responsible for all resources necessary to remedy the incident. E. PLACE AND PERIOD OF PERFORMANCE  Place of Performance USCG Base Kodiak, Kodiak, Alaska Period of Performance This project shall be completed within thirty (30) calendar days after the date of contract award with the final report delivered no later than 01 July 2020. F.
