Social Services (DPSS) is seeking proposals from parties qualified in providing Therapeutic Transportation and Accompaniment Services for “High Risk” Foster Youth and Non-Minor Dependents, and other DPSS clients as identified and as needed for the County of Riverside’s DPSS’ Children Services Division (CSD). Therapeutic Transportation and Accompaniment Services are needed for “High Risk” foster youth and non-minor dependent adults when there is a safety risk to the client or to COUNTY staff; and when the safety of the client or staff cannot be guaranteed without assistance. Services will include local, state-wide, national, and worldwide transportation and travel accommodations. Services provided shall emphasize safety first and help to mitigate the potential liability issues involved in the transportation of the target population by ensuring every transport receives client-specific care and assistance by qualified staff during transport. Awarded vendor shall cultivate staff and program capacity in the areas of diversity, equity, and inclusion to address and serve families of DPSS in a culturally and linguistically considerate manner and ensure equal access to services and equitable outcomes across the diverse client population. Services shall be available twenty-four hours a day, seven day a week, 365 days a year (including holidays). The ideal vendor will allow for flexibility to accommodate emergency short windows for requests/changes (within three (3) hours), as well as changes in pick-up or drop-off locations. The County of Riverside anticipates between 40 to 50 referrals annually, although referral volume will vary. There is no guaranteed number of referrals. The County of Riverside has the right to allocate this bid among multiple CONTRACTORS. BACKGROUND/KEY PRINCIPLES Riverside County Department of Public Social Services is tasked with providing safe, professional, demand-responsive transportation services for foster youth and non-minor dependent (NMD) adults to placements, programs, appointments, visitations, and other identified needs, which at times require long-distance and world-wide travel. DPSS is seeking a transport and accompaniment service as some of these dependents are “High Risk” and resistant, requiring additional services during transport. The needs of such individuals are better served by trained professionals who can provide appropriate intervention and transport the adolescent/NMD to the program safely and in the best possible frame of mind. PP PROGRAM OBJECTIVES The objectives for Therapeutic Transportation Services is to provide safe transport of referred clients to requested destination. with the assistance of highly trained and certified staff without use of weapons. TARGET POPULATION/HISTRONIC INFORMATION "High risk and resistant clients who require assistance when being safety transported to a placement, program, appointments, family visitations and other identified needs, especially those who demonstrated emotional and/or behavioral problems in the past. Foster Youth and Non-Minor Dependents age 0-21; and, other DPSS clients identified and as needed. GEOGRAPHICAL LOCATION OF SERVICES Therapeutic Transportation Accompaniment Services are needed Countywide, Statewide, Nationwide, and Worldwide a necessary to service the Foster Youth, Non-Minor Dependents, and other DPSS clients as identified and as needed, as required through State regulations and Title 22. The County of Riverside expects to have a Contractor(s) in place on or before 07/01/2022. Period of Performance The period of performance anticipated for this RFP is July 1, 2022 through June 30, 2027or effective upon signature of an Agreement by both parties, unless terminated earlier.
