This is a one (1) year contract starting in 2024 with two (2) additional, one (1) year optional renewals. Mowing and grounds upkeep season is May 1st through October 31st. SCOPE The attached Mowing RFQ Form and (optional) Grounds UpKeep/Litter Control Form, if interested, must be completed and submitted with vendors response. These locations do not require fertilizer, weed
control, insecticide spraying or tree/shrub pruning. North and South Kent do not irrigate lawns. MOWING SPECIFICATIONS SOUTH KENT LANDFILL - 10300 S Kent Dr SW, Byron Center, MI 49315 Mow the following areas (totaling 5.1 acres): Areas adjacent to scale house, entrance gate and office building (See Exhibit A) Near entrance of 100th Street (See Exhibit B) Area surrounding gas to energy building (See Exhibit C) NORTH KENT TRANSFER STATION - 2908 10 Mile Rd NE, Rockford, MI 49341 Mow the following areas (totaling 4.1 acres): Much of the area around the North Kent Facility will be freshly seeded in the late spring of this year due to the new Transfer Station construction including new roadways and parking areas. Extreme care is to be taken to mow when grass is properly established: See upper portion of (Exhibit D Mowing Sheet 1) for area depiction further described as: 1. The north, south and east sides of the current transfer station. 2. The triangular area located west of the trailer parking. 3. Area between the new transfer station building and the trailer parking 4. Area south of the shop at the new transfer station. 5. Areas adjacent to the paved surfaces as shown. Kent _]| County Page 2 of 4 See (Exhibit D Mowing Sheet 2 Entrance) 1. The embankment along 10 Mile Road 2. The areas adjacent to the entrance roads as indicated 3. The island area located west of the inbound scales 4. The larger lawn and open space located to the west of the existing transfer station pavement and east of the scales. All lawns shall be mowed 28 times per year and maintained by mowing to a height of not less than 2 or more than 3. All litter within the mowed area must be picked up and bagged. Bagged litter can be disposed of at no cost on site at our facilities. Litter not removed from the lawn area and hit by the mower leaving shredded paper, plastic or debris is to be cleaned up prior to leaving the site. The site should be left in a tidy manner. The final fall cutting shall leave the grass at approximately 1.5 to 2 high. This final mowing shall occur at the end of the fall growing season as determined by a stop in growth of the leaf blades. During the course of the season, if grass clippings, when left by mowing, lay accumulated on the top of the grass and become unsightly when dried out, the contractor shall rake (or otherwise accumulate) and remove them from the site. Trim around objects that cant be mowed such as buildings, sidewalks, landscape features, light poles and other obstruction where a mower is unable to reach. There are areas of roadside ditches that may be unable to be mowed at each mowing but vegetation height in wetter areas should be maintained between 3 and 4 inches by string trimmers or other appropriate means. Extreme care is to be taken when working around vehicles to avoid grass clipping or projectiles discharging from the mower and damaging vehicles. The contractor shall vary mowing direction as much as possible to prevent tracking the turf. GENERAL CLEAN-UP After mowing and trimming operations are completed, all areas shall be left in a neat and clean fashion. Care shall be exercised to prevent any clippings from entering ground cover or stone covered areas. Concrete walks, access roads and parking areas shall be swept or mechanically blown clean. Grounds Upkeep/Litter Control Specifications- (optional) Ideally, Kent County would like to coordinate the upkeep/litter Control with the mowing for areas falling outside of the mowed area. This includes areas throughout the entire property and even within the US131 right of way corridor. In order to stay in compliance with the regulatory requirements governing the landfill, it is imperative that litter be properly managed at the site. Litter throughout the facility, ditches, along fence lines and on the landfill side slopes must be properly and promptly managed as described below. A crew of 5 minimum, which would include a working supervisor for 1 four-hour day per week at the South Kent Landfill. The service would be needed for approximately 9 months per year (excludes winter months). Page 3 of 4 There are an anticipated 3 major cleanup events per year, with one being right after the spring thaw. These major cleanup events are anticipated to be approximately 5 days in a row with a 5- person crew working eight-hour days. Contractor would be responsible for supervision of employees. There is a potential that weed whipping, use of leaf blower, brooms, hand pruning or other grounds maintenance activities could be needed, but litter picking is the primary responsibility. Contractor to indicate whether they could provide the equipment required for these services. Litter to be placed in bags provided by the Department of Public Works. The Crew would assist in loading bags into the Department of Public Works owned equipment for transport to the landfill or contractor may supply trailer to haul bagged trash to the disposal location. Work along the roadway internal to the landfill property is required. Work on slopes and uneven terrain is required. Worker will be exposed to the elements, potential poisonous plants, bees and typical insects found throughout Michigan. Respondent is to indicate whether they have the ability to work outside the property boundary of the landfill to manage off-site wind-blown litter such as within the US-131 right of way or along South Kent Drive. Coordination with the site supervisor is required prior to each cleanup event. The landfill supervisor will provide guidance of areas to target for each work session. Workers may use the restroom in the maintenance garage. Shelter is available at the landfill office in case of emergency. The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County Purchasing Division website are incorporated by reference and shall be deemed to have the same force and effect as if fully set forth herein.
