It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. For items coded 3B:This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. Therefore, this item is sole source to Raytheon Company, located in Indianapolis, IN (CAGE 072E5) and San Diego, CA (CAGE 3J458). Even though this item is sole source to Raytheon Company, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.   This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this combined synopsis/solicitation will be considered by the Government.  A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.\\ The subject items require Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair via full and open competition.  Only the source previously approved by the Government for repair of these items is being solicited.  The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.  If you are not an approved source you must submit, together with your proposal, the information detailed in the NAVSUP Source Approval Information Brochure for Repair.  This brochure identifies technical data required to be submitted based on your company's experience in repair of the same or similar items.
