NOTICE OF INTENT TO SOLE SOURCE
This is a notification that Naval Special Warfare (NSW) intends to award a sole-source, firm-fixed price contract to Academi Training Center LLC, under the statutory authority of FAR 13.106-1(b). NSW requires four iterations of a 3-day Tactical Driving Course of Instruction (COI) Services for up to 50 personnel. The student to instructor ration shall be 5:1. One vehicle is required for each instructor with up to three vehicle types. Periods of Performance dates: 5-7 December 2017, 30 Jan - 1 February 2018, 6-8 February 2018, and 16-18 February 2018. The training facility location shall be within 60 miles of JEB Little Creek, VA. During each of the Tactical Driving COI iterations, it is critical that NSW personnel need to be near their home duty station. Academi Training Center LLC is the only contractor capable of providing the requirement.
The Tactical Driving COI services will be acquired in accordance with

the FAR Part 12 - Acquisition of Commercial Items and FAR Subpart 13 - Simplified Acquisition Procedures. The associated North American Industrial Classification System (NAICS) code for this procurement is 611692. The size standard is $7.5M.
THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS.
The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bonafide competition exists. Any such responses must be in writing and include technical capability information, which shall demonstrate contractor's ability to complete the effort within the required time. The Government will not pay for information submitted.
All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be submitted to NSWKO2@socom.mil and received no later than 3 Nov 2017 @ 5:00 PM Pacific Standard Time (PST). Verification of receipt of electronic transmission is the sole responsibility of the contractor. If no valid responses are received, an award shall be made to Academi Training Center LLC.
