Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT/MARKET RESEARCH IS STRICTLY VOLUNTARY. Overview:In order to put into operation the satellite HUB that will be installed for the geographic redundancy of the Satellite Network of the General Command of the Armed Forces of Colombia in the central telecommunication station located at Medellin, it is required that Vendor provides, installs, interconnects, integrates, tests and put into operation all the equipment, software, licensing and materials necessary to guarantee the services currently provided by the satellite network of the General Command FFMM, as well as the other aspects necessary for the operation of the geographical redundancy of the satellite network and its physical, electrical and logical interconnection to the RF chain and to the other equipment and systems existing in the Integrated Communications Network (ICN).Vendor will include all the equipment, elements, material, accessories, and labor required to achieve effective voice, data and video communication. The system and equipment supplied must fully comply with the specifications described from the Annex and attached in our quote.Vendor will replicate the link calculations, frequency plans from the main HUB for the programming and configuration of the alternate SkyEdge II-C HUB.Vendor will perform a redundancy test after the installation of the alternate satellite HUB, where it is evident that all the remote stations of the General Command are connected to the alternate HUB due to simulated failure of the main satellite HUB in a period of time not exceeding 2 hours, thus ensuring continuity of service in cases of terrorist events or natural disasters that affect the facilities of the main HUB.All parts, equipment, systems, or subsystems subject to the future contract will be subject to factory and field tests on their operation and functioning; in order to verify their adequate assembly and installation, compliance with the specifications according to the ITU recommendations and other national and international regulations and their correct, safe and reliable functioning; under all environmental, topographical and operating conditions.Vendor will have to program and develop specialized work and factory tests for the organic personnel of the Joint Communications Department participating in the development and execution of this project, composed of four (04) technicians who will integrate the satellite system. This work should be of high level and detail in all hardware and software components of the satellite HUB, so that the staff at the end of the installation process is completely autonomous in the operation, sizing, configuration, detection and troubleshooting of the satellite network, for this the manufacturer of the equipment will certify the staff designated by the Joint Communications Department in the basic and advanced operation, sizing and troubleshooting of the satellite HUB subject to this process.Each component equipment of the alternate satellite HUB and other equipment supplied shall be tested in accordance with the procedures set out in CGDJ 6 CGFM. On-site functional tests shall ensure and verify the performance of the equipment at the final installation sites to ensure that they meet all functional and technical requirements under these specifications; they shall also include at least the following activities:•         Inventory of all equipment, card modules and components.•         Physical verification of the installation.•         Local interconnection tests.•         Level measurement.•         Interconnection tests.•         Diagnostic tests and alarms.•         RF testing.•         Management tests.the Vendor will deliver the documentation to the Joint Communications Department all the installation work of the satellite HUB, in original paper and digital copy, with the relevant technical information including at least the following:•         Graph of the spectrum where the levels of cross-polarization are shown and certify with the satellite operator the antenna installed for the alternate HUB.•         Redundancy testing.•         Final technical report of the activities carried out.Warranty:Vendor will guarantee that all the elements to be supplied will be new and of top quality, according to the agreed upon specifications. Likewise, it is obliged to repair or replace, at its own expense, those equipment, materials, and parts of poor quality, with manufacturing defects or that fail during operation; for a minimum period of one (1) year from the date of receipt to the satisfaction of the elements. Please note electrical shock is not covered. Vendor must also be a certified distributor for Gilat in Colombia. Failure to use a certified vendor would void any warranty provided Gilat.-         For each element supplied that is sent for repair, a replacement of identical characteristics and that meets all the specifications and functionalities that guarantee the service must be delivered for the duration of the repair.-         A maximum of thirty (30) calendar days will be available in the country for the repair of the elements, and ninety (90) calendar days for other countries.Schedule:Period of performance for the program should be executable in 9-11 months.PROGRAM BACKGROUND•         Objective: Acquisition, update, expansion, and technical support the equipment and system of the connectivity area of the integrated network communication for the Colombian Joint Command of Military Forces, it includes installation, setting up, put into services, acceptance testing and maintain that should be inter-operable and physical, logical and functionally inter­ connected with the existing equipment•         CECOM SAMD administers and manages FMS cases including communications requirements in partner nations.
