FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENTACTION CODE: SPECIAL NOTICECLASSIFICATION CODE: J066 - Maintenance, Repair, and Rebuilding of Equipment - Instruments and Laboratory EquipmentSUBJECT: Maintenance of Agilent SpectrometersSOLICITATION NUMBER: SB1341-14-SE-0408 -0005RESPONSE DATE: 08/01/2017DESCRIPTION:The National Institute of Standards and Technology (NIST), intends to negotiate a non-competitive contract modification on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Agilent Technologies, located in Wilmington, Delaware for repair and maintenance of two (2) NIST owned Agilent Mass Spectrometers. This notice is provided pursuant to FAR 5.201(b)(1)(iii).Sole Source Justification is based on the following:NIST's Chemical Sciences and Biomolecular Measurement Division develops measurement and standards to support clinical, environmental, food/supplement, and forensic activities in industry and government using a variety of analytical methods.
NIST's on-going work in all areas require sensitive instrumentation, which can accurately separate and measure trace analytes in complex matrices.Preventative maintenance and service contracts are needed for two Agilent Mass Spectrometers (Agilent 8800 Triple Quadruple ICP-MS/JP15370541 & Agilent 8800 Triple Quadruple ICP-MS/JP15280507) that are used to detect, identify, and measure complex matrices using methods developed at NIST. The purpose of this modification is to ensure the two spectrometers are operating effectively so as to provide the Division with advanced analytical methods and measurement capabilities for explosives and narcotics in supporting forensic and homeland programs.The contractor shall provide the following:Repair and maintenance approved for use for the Agilent spectrometers. Only OEM parts shall be used for repairs, which must result in the proper function and usability of each instrument. Maintenance shall be performed by technicians possessing current certifications from Agilent Technologies. Work shall be conducted at NIST's campus in Gaithersburg, MD.Market research determined that Agilent is the only provider of maintenance services for these instruments, as no other vendors have access to the following resources which are required for performance: Manufacturer-certified repair technicians, proprietary service tools, software, procedures, and replacement parts. Agilent does not provide these proprietary resources to third party vendors. As such, NIST has determined Agilent to be the only source reasonably available.The resulting modification will be Firm-Fixed Price.No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration.
