The Office of the City Manager, working at the direction of the Mayor and City Council, coordinates the advocacy of the City’s interests and will work closely with the legislative advocacy firm to achieve the City’s public policy goals in Washington D.C. These goals may be achieved through legislation, legislative amendments, or funding requests sponsored by the City or by advocacy for or against legislation or regulatory policies that impact the City’s interests. Most of the work involved with this contract will be performed in Washington, D.C but occasionally may involve trips to the City of San Bernardino. Other Details Strategic Advice: • Work with the City Council, City Manager, and designated staff to identify federal agency funding opportunities on priority issues or projects for the City. • Develop strategic approaches and communication strategies to help facilitate resolution to City priority issues, including federal funding for the City’s projects and programs. • Assist in the development of the City’s Legislative Platform by providing comprehensive research, in-depth analysis, and verbal and written reports on federal legislative and regulatory issues crucial to the City’s success. • Provide guidance to City staff in response to regulations and/or requested letters of support/opposition to legislation on behalf of City partners, stakeholders, and associations. Develop supportive materials for legislative or regulatory issues such as letters, talking points, or executive summaries. • Participate in annual meetings with the City of San Bernardino Mayor and City Council on the City’s legislative agenda and priorities. • Participate in monthly conference calls with the Office of the City Manager and assist in the development of agendas for quarterly Mayor, City Council, and Executive City Staff briefings. • Provide a written annual report of advocacy efforts related to the City’s legislative priorities and platform. • Distribute weekly legislative updates that covers news and developments on activities in and around Washington D.C, including policy and political issues of interest. • Identify opportunities for funding and collaboration with federal agencies on projects that align with the City’s strategic goals. • Guide the City regarding submissions to federal grant programs and annual budgets. • Provide training when needed regarding the process of implementing both legislative and regulatory changes. Federal Legislative Advocacy: • Advocate for the City’s priorities before Congressional Representatives, Senators, Federal Agencies, and the Administration. • Proactively and systematically identify federal legislative and regulatory issues which may impact the City’s current or potential future business interests; and provide information on identified items to the Office of the City Manager and departmental experts for appropriate review. • Draft legislation and amendments, as necessary. • Assist in securing testimony opportunities for San Bernardino leaders on issues of importance to the City. • Assist the City in securing and preparing for meetings with federal officials, legislators and agencies on issues of importance to the City. • Engage key officials (executive, legislative and agency officials) to support the City’s objectives to secure grants, incentives, and favorable laws. • Coordinate and collaborate with other organizations, local governments, companies, and firms on City priorities. • Assist in developing strategic coalitions with associations and government organizations in furtherance of the City’s legislative agenda as requested. • Pursue greater public funding for the City’s projects and programs, specifically initiatives surrounding economic development, public safety, quality of life, housing, and the unsheltered.
