END OF UPDATE The Sonoma County Probation Department and Sheriff’s Office are pleased to invite you to respond to a Request for Proposals (RFP) for Electronic Monitoring Services. The Probation Department (Probation) and Sheriff’s Office (Sheriff) provide electronic monitoring services to a variety of individuals, including probationers, defendants on pretrial release, and incarcerated individuals who may serve a portion of their sentences outside of the County jail. OVERVIEW: The Sonoma County Probation Department and Sheriff’s Office seek a firm to provide the following electronic monitoring (EM) services to 300 or more justice system-involved individuals per month: Body-worn GPS tracking devices, Devices to determine the presence or absence of individuals at particular locations, Alcohol detection devices (preferably both transdermal and breath), Applications that leverage smartphone technologies to perform biometric check-ins and determine locations, A robust web-based case management and reporting platform, On-site office hours for installations, removals, and technical support, and For the Sheriff’s Office only, perform in-home inspections, respond to violations, and perform drug tests. QUESTIONS: Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all consultants. Written answers will be shared with all potential bidders through an addendum on the County’s Supplier Portal and email notification. LIVING WAGE: The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour, an increase over the previous $17.65 per hour. The increase was adopted by the County’s Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate. SUPPLIER PORTAL: Login to the County of Sonoma's Supplier Portal to view the RFP and all supplemental documents.
