Intent to Sole Source - SeaSpray Labs, LLC supporting University with ALU Greenhouse Gas Software

This is not a solicitation or request for offers.Only one responsible source and no other supplies or services will satisfy agency requirements.USDA Forest Service, Northern Research Station intends to award a sole source award to SeaSpray Labs LLC to develop a software upgrade to an existing system with the collaboration of Colorado State University (CSU). Their expertise with the proprietary creator (CSU) and existing system make them the only reasonable candidate for this forest enhance to the Agriculture and Land Use (ALU) Greenhouse Gas Inventory Software.This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.Interested parties may identify their interests and capability to respond to this requirement by Aug 18th, 2022 at 0700 (ET). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
